| 3 Build Hawkes Bay Limited REGIONAL T T Karen Phelps Commercial & residential covered Community housing build in Hastings. Tuki Point, in Havelock North. Launched at the beginning of 2022 by builder Hayden Ross and his partner Rachel Ward, Build Hawkes Bay has quickly established itself as a go-to for a wide range of construction projects, from new homes to commercial developments. The couple say the key point of difference is the 25 years of building experience Hayden brings to the table, including time spent overseas and working with various companies in Hawkes Bay. Rachel likewise brings a unique and comprehensive skillset. A marine biologist and teacher, her attention to detail sees her cover the administration side of their building business. Rachel says she particularly notices that other builders often positively comment on aspects of Hayden’s workmanship and the high quality levels he achieves. “I’m on the tools all the time, keeping an eye on quality control and building each client’s project,” says Hayden. “Because we have been working in Hawkes Bay for so long we have great relationships with subbies and suppliers.” This hands-on approach and local knowledge have proven invaluable, especially in the aftermath of recent natural disasters. “It meant we could get people back into their homes a lot quicker,” says Hayden referring to the cyclone rebuild work the company has undertaken.Hayden says he never likes to turn a job away and the result is that the company’s portfolio is diverse from small jobs like a fence or deck right up to very large projects. Recently this included an 18-house development completed in just ten months and a unique commercial shed with living quarters in Bayview, Napier. The 400sqm-shed project has a mezzanine floor living quarters. Hayden says it has architectural aspects on the inside but looks like a shed on the outside and will serve as the clients’ home while they plan a more ambition home build cantilevered over a cliff face.Build Hawkes Bay’s work extends include renovations and repairs, such as the first major project the company completed after opening its doors in 2022, located on the outskirts of Havelock North. “We re-did the whole home,” says Hayden. “Stripped out and completely renovated and repaired it along with modernising it a little as well.”The company’s commitment to quality and efficiency, along with the boom in work after the extreme weather events, has kept it busy, even as other parts of New Zealand experienced an economic slowdown. Rachel and Hayden says that Build Hawkes Bay has plans for further growth along with undertaking its first property development project in 2025 - two high-end townhouse on Marine Parade. The couple hope this move into property development marks an exciting new chapter for the company. “We’ve always looked at doing spec houses but haven’t had the time until now,” says Rachel. “So it will be exciting to do the first Build Hawkes Bay development project next year.” As Hawkes Bay recovers and continues to grow and evolve, Rachel and Hayden say that Build Hawkes Bay aims to play a crucial role in shaping its landscape and supporting its communities. 6 | REGIONAL Bartley Group Holdings Ltd T T From page 5 Brendon says the resource at GDM will help BGH enhance its Ali Arc company, specialists in the design and manufacture of bullbars, nudge bars, and replacement truck bumpers for the New Zealand and North American markets. “Linking GDM to Ali Arc gives us a huge staffing resource spread over both businesses and the ability to share knowledge internally in terms of product development. There are also operational benefits of shared specialist machinery, which will open up the ability to produce a greater variety of products at both businesses. We have always played primarily in the New Zealand market so we are looking at potential further afield and breaking into markets overseas. GDM provides the launch pad to do these things.” The other change for the Group has been bringing brother John’s Bartley Real Estate business (Bayleys Whanganui) into the Group and merging the Group’s Ray White Real Estate business into it. The 450 rental properties that were managed by Ray White transitioned to Bayleys Whanganui, along with all staff. Brendon says the aim is to continue to grow the property arm of BGH and, under Bartley Property Investments, the Group has acquired three more commercial properties, which it leases. He says that the moves are an example of the Bartley family’s on-going commitment to growing employment opportunities locally. Each family member is on the advisory board and they each have operational responsibilities within the Group. For example, Brendon’s sister Sarah oversees the Robert Bartley Foundation and Mellonsfolly Ranch and other sister Angela is graphic designer for the Group. “We are a private family-owned business and that culture flows through to staff, providing people with opportunities to grow, develop and live for the long term in Whanganui. Hence the focus on setting up BGH for future generations.” Another big catalyst has been the passing of Brendon’s father Robert, in 2020 from cancer. From small beginnings several decades ago when Robert, alongside wife Ann, founded the original business, the Group has continued to grow and diversify in and around the region across various businesses, and now comprises 14 businesses, which include manufacturing, distribution, logistics, real estate, retail, IT and financial services. Robert’s significant contribution to the local region was recognised in 2018 when he was the recipient of the Judith Timpany Award at the Whanganui Business Awards. He was further awarded the Queens Service Medal for services to the community in 2019. “We’re pretty proud of where we’ve come from - a one-man band when Dad started out. His aim was to keep on growing and we will continue his dream.” A significant move has been the establishment of the Robert Bartley Foundation in 2020 before Robert’s passing as a commitment to advancing the health and wellbeing of the Greater Whanganui Region, including Marton, Bulls, Taihape, Waiouru, Ohakune and Raetihi, through a diverse array of local initiatives. At the forefront of this is the Waka Hauora, The Mobile Health Bus, launched in 2020 with the primary aim of enhancing healthcare accessibility across the region. Brendon says the project has provided an extensive range of essential health services to the community, such as administering immunisations, conducting free health screenings to facilitating school-based health services, sexual health clinics and cancer screenings. Brendon says that the Foundation’s mission extends far beyond healthcare alone including fostering the development of essential life skills amongst youth, facilitating employment opportunities and promoting positive mental health practices.
“Robert Bartley’s enduring legacy of community support, spanning his active involvement in sports, business, mentoring, and diverse community projects, serves as the Foundation’s guiding light. The Foundation is about continuing his legacy and giving back to the community he cherished.” Brendon says being a strongly local family owned and operated business gives BGH resilience. “Continuity and long-term family ownership of the business is extremely important to us. Bayleys Whanganui is proud to be part of one of New Zealand’s most recognisable real estate brands which has a 50 year heritage and more than 100 offices nationwide. Owned by John Bartley for the past six years, Bayleys Whanganui is a family business with a significant local presence and strong community connections due to being a brand in the city for two decades. The franchise also serves Ruapehu from its Ohakune office and deals with residential, lifestyle, commercial and rural real estate. “We started off at 14 staff, as a mixture of agents and staff, and we are probably sitting at 50 now,” John says. “We started off with about 4% residential market share and we’ve been, at times, number one market share in Whanganui across all sectors with commercial, rural, lifestyle and residential, but in the residential space we are currently sitting around the mid-20’s. “From 4% to that is pretty significant in terms of the market.” Bayleys Whanganui’s property management portfolio has also increased considerably, adding more than 190 new properties under management for the past financial year. John attributes the overall business growth to a strong customer focus, supporting staff and developing the team and culture as a whole, as well as the entire team doing a great job in their respective roles. “We believe in the community in Whanganui and support it and we do a lot of community work in terms of sponsorship and events as well.” As a smaller city with strong rural connections, Whanganui has plenty to offer, John says. “We love selling the lifestyle that this area with its natural beauty and access to the sea, river and mountains has to offer. Bayleys Whanganui is actively working with Whanganui District Council regarding some strategic developments aligned with its Long Term Plan. “There’s an industrial park being developed at Westbourne Industrial Estate and we are selling through that to try and attract new business to Whanganui. There’s also work to try and attract a hotel here in Whanganui and we are doing a bit of work behind that.” While the real estate market has been pinched by higher interest rates and inflationary pressures, there are still opportunities in this cycle for people with equity, John says. With a median house price of $482,000 in September last year, there are also opportunities for people to move to Whanganui from other centres and to use their equity for a better, and potentially mortgage-free, lifestyle. Bayleys Whanganui regional general manager Rachel Thompson says there is a good overall stock of housing available, from entry level to high-end properties, with new builds available starting from around $729,000. “We’ve definitely got a lot of options out there. The average sale price for May was just short of $500,000 so it’s very affordable.”

10 | REGIONAL DEVELOPMENT Heavy Towing Wanganui T T Russell Fredric No job too tough for busy firm Heavy Towing Wanganui’s recovery rig is a 500 horsepower Volvo FH500 that can tow or recover eight-wheeler trucks and can even tow truck and trailer units within certain weight and safety limits When it comes to difficult and sometimes complex large vehicle recovery or simply routine transport, Heavy Towing Wanganui is right in its element. The company’s Facebook page showcases some of the challenging call-outs owner Richard Swain attends day or night using a specially designed rig with industry-standard Miller Industries equipment which is manufactured in the United States. The Miller unit includes an under lift that elevates either the front or rear wheels to enable towing, and a winch for recovery. Heavy Towing Wanganui’s recovery rig is a 500 horsepower Volvo FH500 that can tow or recover eight-wheeler trucks and can even tow truck and trailer units within certain weight and safety limits. In the case of a rolled truck or truck and trailer unit, extra winching or other assistance may be required and Richard can facilitate this if needed. In some cases righting a rolled truck can require using large air bags to control the momentum as it is winched to the vertical again. The role of Heavy Towing Wanganui in recovering a rig is crucial when a breakdown or an accident blocks a State Highway so Richard is available 24 hours a day, seven days a week. In addition to its specialised recovery unit, the company’s fleet comprises two flat deck trucks plus a Kenworth tractor unit for a new trailer currently being built in Christchurch for transporting machinery and heavy vehicles trucks, including for the forestry industry, with a capacity of a total payload of about 40 tonnes. “We built a brand new Isuzu five axle transporter two years ago. It can take the bigger weight ranges into smaller places.” Richard and his wife took over Heavy Towing Wanganui as a well-established business from his uncle when it had just one tow truck and one transporter in 2021 He previously worked as a diesel mechanic for another Whanganui firm, then for Heavy Towing Wanganui for five years before purchasing it. “I pretty much ran the recovery truck and transporter as my own during that time.” This experience as well as his trade skills has proved invaluable in vehicle recovery, especially when it comes to the mechanical side and knowing the technical aspects of heavy vehicles. With being on-call 24 hours a day and with just one staff member, Richard’s role can be demanding at times, but he expects the adding another employee in the near future to make a big difference. His wife Gina also works in the business taking care of accounts and administration. “It has definitely grown; we are trying to grow it with [adding] staff as well to take a bit more pressure off myself. Having two staff on the transport side will help free me up as well as enhancing our customer service.” WHANGANUI Well keep you moving! 357 Heads Rd, Wanganui | 06 344 5055 Emmetts Truck Services Whanganui

| 11 REGIONAL DEVELOPMENT New Plymouth District Council - Junction Zero Waste Hub T T Sue Russell Sustainbility drives new waste facility The Zero Waste Hub, named The Junction, has created a community space to collaborate and give life to fresh ideas to reduce waste creation and divert waste from landfill. Driven by a long term strategic goal to reduce, reuse and recycle greater proportions of residential, commercial and industrial waste, New Plymouth District Council has dedicated money, time and energy into creating a new Zero Waste Hub. The Zero Waste Hub, named The Junction, has created a community space to collaborate and give life to fresh ideas to reduce waste creation and divert waste from landfill. Leading by example, The Junction was designed and developed with sustainability in mind. Joel Richardson, Senior Infrastructure Project Manager for New Plymouth District Council, and forms part of the team charged with the responsibility to see far-reaching environmental projects through to fruition, describes the new Zero Waste Hub project as an awesome project to work on. The Junction is located a next to a commercial and industrial waste sorting facility, public recycling drop off, Materials Recovery Facility that processes Taranaki’s recycling and the New Plymouth Transfer station, all on Colson Road. “This region is remarkably advanced in dealing with diverse waste forms. But, even after rolling out a comprehensive kerbside collection service with separate bins for recyclables, glass, food scraps and landfill waste, Council knew more waste could be rescued from going to landfill. So, The Junction – Zero Waste Hub was established in partnership with WISE Charitable Trust and Sustainable Taranaki,” Joel says. In three years, 579 tonnes of product have been diverted from landfills, over 99,000 people have visited the reuse shop and dropoff space and a staggering 7,135 visitors have attended workshops and tours. In 2022, Joel spearheaded the construction of The Sorting Depot, a commercial and industrial waste sorting facility next door to The Junction. The Sorting Depot takes skip bins from building and demolition sites, sorts and separates any waste that can be reused or recycled before sending the remaining material to landfill. One of only three facilities like this in the country, The Sorting Depot is an innovative way to tackle construction waste. Similarly, The Junction provides the community with an easy way to reuse and recycle reasonable quality items. Joel describes The Junction shop as a little bit like an op shop but on steroids. “People are able to take a trailer load of any accepted recyclable product from Grandad’s old house, as an example, anything that can be recycled and be dropped off at the public recycling area, while reusable, resellable goods can be processed through The Junction. We very much subscribe to the mantra that to encourage the community toward reducing waste, a Council has to create the infrastructure for this to occur and that the lay-out of the space needs to work for people visiting the site, with only one stop needed.” “In March 2020, we created a temporary facility for The Junction using shipping containers and a shelter to prove the concept of The Junction. Now we know it does work, we’re on to building the permanent, larger structure. The new building will sit on the site where the temporary space, now shifted, once operated.” When Business Central spoke with Joel, New Plymouth District Council was working through the building consent process. Livingstone Building was awarded the task of building the structure and were keen to start as soon as possible. With the ideal of walking the talk, the new building will be constructed from a significant amount of structural timber rather than steel to embody Carbon into the Building. “We were also mindful of minimising the weight of the structure as much as possible so minimising the amount of concrete required in a building this size,” says Joel. The Junction is operated by WISE Charitable Trust, who are engaged in finding meaningful employment pathways for those who might not easily find a job. “That’s a great thing in itself, that through this project further opportunities to work will be made.” Joel says there’s been strong community support for this Zero Waste Hub redevelopment. “This is a great region to live and work in and people are proud to belong to their community. New Plymouth is a great city with so much to offer. People are proud to live in this very special region.” Council is investigating how to make all its capital projects more sustainable in the future and The Junction build is showing leadership by example. Together We Innovate WSP is proud to partner with the New Plymouth District Council on The Junction, an innovative new building designed to support the community's reuse and recycling initiatives with our geotechnical engineering, structural design and project management services. 12 | Higgins Family Holdings & Concrete REGIONAL DEVELOPMENT T T to page 14 T T Karen Phelps Committed to Manawatu community Higgins Concrete is investing in its business and in the Manawatu region, says group operations manager James Higgins. This investment has included purchasing Te Matai Quarry and advancing its plant, equipment and people. “We’re long term; we’re here to stay. We’ve always been a proudly Manawatu business,” says James. A significant example of this was the new head office, workshop and training facility for Higgins Family Holdings Ltd on El Prado Drive, Palmerston North at the Manawatu Business Park. Constructed by local builder Colspec Construction, the four Green Star rated project recently took out gold at the New Zealand Commercial Project Awards and was a finalist in the 2023 Timber Design Awards Hybrid Building Category. A key driver of the design by Novak+Middleton was to showcase concrete as a material beyond the perception of being used for structure and showcased its beauty and versatility as a finishing material. The result is a striking building that adds real value to the Manawatu commercial landscape. Higgins Concrete provides quality concrete and service across the lower North Island and upper South Island operating with over 90 concrete and aggregate trucks and cement tankers. Alongside Higgins Concrete, the wider Higgins Family Holdings group of companies comprises Counties Ready Mix in Drury, Supacrete in Tauranga, and five Hirock quarries located around the lower North Island. This has seen Higgins Concrete operate at the heart of major infrastructure projects as well as smaller scale jobs, always with a commitment to service, quality and value. Over the years the company has been involved in many large projects around the regions including the new Turitea Windfarm in the Manawatu, the Bowen Campus in Wellington and the Olive Estate Lifestyle Village in Nelson.
