The company was approached at the in- ception of the project to work with Opus and Horizons Regional Council on a design and build project. When Inland Revenue released a market notice premises in Palmerston North the project was fast tracked to secure this key tenant. Due to the extremely tight timeframe, which Inland Revenue required the project to be completed by, McMillan & Lockwood was involved giving input in terms of costing and buildability. It then competed in an open ten- der process to secure the contract. A period of value engineering saw McMillan & Lockwood determine how cost efficiencies could be achieved to meet the project budget. “There was a development agreement between Inland Revenue as principal tenant and the client, which involved a set of project milestones to be achieved. During the tender process we quickly realised these were not achievable following a traditional build pro- cess of base build followed by internal fit-out and proposed a fully integrated programme delivery model where the base build and fit-out were completed at the same time. Subsequently we were awarded the internal fit-out contract as well. Having one contractor undertaking the entire project made manag- ing H&S requirements easier for the client,” explains Rob. The building is also the regional Emergency Operations Centre so it required a resilient design. The innovative low displacement con- crete structural system allows the building to remain operational following a 1 in 500-year seismic event. Rob says the Early Contractor Involvement process enabled McMillan & Lockwood to be engaged early and provide feedback on the design, programming and to progress enabling works.
