Public access to the Manawatū River and Mangaone Stream is being enhanced. Four different sub-projects have been completed to date, including the upgrade and realignment of the Kakatangiata stopbank on the southern boundary of Palmerston North, alongside the Mangaone Stream. Shaun says this key stopbank will help protect land earmarked for future housing development. In consultation with Rangitāne and Palmerston North City Council, Horizons is also working to upgrade and beautify the area around the northern end of the Manawatū River bridle track. Rangitīkei River This project respects the dynamic nature of the river, giving it more room while also seeking improvements in river biodiversity and public access/recreational opportunities. “We’re upgrading flood protection as well. We want to give the river that capacity to absorb the bigger events we have seen without causing damage to infrastructure.” Shaun says flood protection improvements on the Tangimoana Beach Road means that flood gates no longer have to be transported from Marton for potential flooding events. The existing rock lining at Scott’s Ferry has also been extended to protect the existing stopbank and settlement there. As well, further rock lining work has been conducted where the river was very close to the stopbank to protect local farmland. Te Awahou Foxton Flooding is a regular problem for Foxton, often arising as a result of farmland runoff east of the township overwhelming the existing drainage scheme. One potential solution proposed was to divert runoff and store it on low-lying rural land to the south. Shaun says Horizons explored that but it wasn’t viable due to cost, timeframes and being unable to secure the land needed to progress the solution. As well, he says the council is very mindful of the current inflationary environment and the need to keep project costs under control. “We’re well advanced in preparing options to present to Council and the community in the near future.” This project is also receiving funding from Horowhenua District Council.
