| 31 T T Karen Phelps Cohesion keeps projects moving forward Based in Paraparaumu, Infill provides urban planning, land surveying, civil engineering and land development consultancy services across Kāpiti, Horowhenua and the wider Wellington region. Infill REGIONAL DEVELOPMENT Founded just three years ago, Infill has rapidly emerged as a respected contributor to Wellington’s land development sector, supporting the region’s growth with an integrated, relationship-driven approach grounded in strong local expertise. The multi-disciplinary consultancy was established in 2022 by Ben Addington and Reuben Ferguson, who had spent years working together within a larger land development company. Both saw an opportunity to create a more cohesive model, one that brought planning, surveying and engineering together to help projects move efficiently through increasingly complex regulatory environments. “We started small, with a very clear idea of how we wanted to work,” says Reuben. “Both Ben and I had seen where projects can get stuck or slowed down, and we felt there was a better way to guide developments through the system. “We wanted to build a business that focused on good relationships, strong technical outcomes and getting things right first time.” Based in Paraparaumu, Infill provides urban planning, land surveying, civil engineering and land development consultancy services across Kāpiti, Horowhenua and the wider Wellington region. In 2023, the company strengthened its leadership team with the appointment of a third director, Rakshit Vij, reflecting both its growth and its commitment to technical depth. Each director brings a distinct but complementary skill set. Ben leads the urban planning function, drawing on more than a decade of experience delivering land development projects and navigating the resource consent process. His background in multi-disciplinary teams enables him to coordinate stakeholders and guide projects strategically from early feasibility through to approval. Reuben, a land surveyor by trade, contributes extensive hands-on experience from the construction industry in both New Zealand and Australia. His practical understanding of how projects translate from design to the ground ensures developments are realistic, efficient and deliverable. Rakshit provides specialist civil engineering expertise, with a strong focus on infrastructure design, stormwater systems and construction management. His technical capability has helped Infill advance into more complex areas of land development, particularly around resilience and natural hazards. Reuben says a defining point of difference for the company is its close working relationship with councils and external experts. “We do quite a bit of contracting work with Kāpiti Coast District Council and Horowhenua District Council, so we understand how the system works. That helps us smooth out the process for our clients.” As population growth across the Wellington region increases pressure on infrastructure, Infill has positioned itself at the forefront of stormwater and flood management. “We are at the onset of the natural hazard space,” explains Reuben. “We’ve invested significantly in stormwater and floodwater modelling software, which allows us to offer this expertise in-house. That means a more efficient and cost-effective service for clients.” Current projects reflect the breadth of the company’s work. Infill is delivering engineering design services for a community housing project in Ōtaki, working with a trust established by Kāpiti Coast District Council under tight timeframes. It is also involved in the design and planning of a 16-lot rural subdivision in Plimmerton, a 48-lot subdivision in Ōtaki and a six-lot subdivision in Carterton. “We aim to create strong relationships with council, subcontractors, consultants and clients,” says Reuben.
