Solari Architects Ltd has been recognised for its innovative approach to public housing, winning the Housing Multi Unit category at the 2024 NZIA Wellington Architecture Awards. The firm’s Oxford Terrace project in Epuni, Lower Hutt, has been praised for its empathetic design and community-focused features. Lead architect James Solari spearheaded the development of 32, one-bedroom apartments for Kāinga Ora – Homes and Communities. The project, located at 115 Oxford Tce, is part of a larger masterplan set to bring approximately 180 new homes to the neighbourhood. “Our goal was to create a high-quality housing community that supports people with mobility limitations and caters to an older demographic,” James explains. “We wanted to design a space that not only provides shelter, but also fosters a sense of belonging and connection among residents.” The award jury noted that the development “allows a sense of community for single-person occupants” – a crucial factor in combating social isolation often experienced by elderly and mobility-impaired individuals. Another of the standout features of the Oxford Tce project is its generous and carefully positioned balconies. James says that these outdoor spaces serve a dual purpose: enlivening the exterior of the building, while providing residents with opportunities to connect informally with their neighbours. “We recognised the importance of outdoor spaces in promoting social interaction,” James says. “The balconies overlook a large central outdoor area that offers places to sit, gather, garden, and socialise. It’s about creating those casual encounters that can lead to meaningful relationships.” The development’s thoughtful design extends to its ground-level features as well. Courtyards with garden beds add texture and depth to the edges of shared spaces, creating a visually appealing and inviting environment. The inclusion of raised garden beds allows residents to grow vegetables, further encouraging interaction and a sense of ownership within the community. The project’s overall landscaping, designed in collaboration with David Goodyear, further enhances its community-oriented approach. Over 1200 primarily native trees, shrubs, flaxes, and grasses were planted across the development, improving biodiversity and creating a pleasant outdoor environment for residents. Material selection played a crucial role in the project’s success. James and his team carefully considered each element to balance durability, maintenance, and aesthetics. “We used timber screens in the stairways to give public areas texture, warmth, and durability,” he explains. “It’s about creating spaces that feel welcoming and homely, even in high-traffic areas.” Sustainability was also a key consideration in the project’s design. All apartments are Homestar rated, providing warm, dry, and efficient homes for residents. The development achieved 6-Homestar V4.1 certification, featuring energy-efficient elements such as high R-value insulation and glazing, HVAC systems, and low water consumption fixtures. Accessibility was another crucial aspect of the design. Sixteen apartment units are built to Full Universal Design standards, equivalent to Lifemark certification. These units feature level entry thresholds, wider entrance and internal door openings, and wet room bathrooms, making them suitable for residents with varying mobility needs. James hopes the Oxford Tce development will be a catalyst for neighbourhood revitalisation. Located adjacent to the Epuni village and train station, the project aligns with modern urban development practices by promoting medium-density housing around established transport hubs. “This project is a significant contributor to the improvement of the local Epuni neighbourhood,” he says. “The village itself has good bones as a small suburban centre, but the lack of investment over the years had left it tired. We saw an opportunity to breathe new life into the area.” James says the success of the Oxford Tce project demonstrates the potential for public housing to go beyond mere functionality and create spaces that genuinely enhance the lives of residents. He emphasises the collaborative nature of the project’s success. “This recognition belongs to our entire team, our landscape design partners, and Kāinga Ora.
