DEVELOPMENT Spartan Construction / Taupo Council: Kinloch Upgrade Upgraded plant on track for Christmas T T from page 17 The $15.5 million project is being funded from a mix of rates and contributions from property developers. “Kinloch is a holiday town and there’s a massive influx of people over the summer holidays. “The idea is that the plant needs to be treat- ing waste before this Christmas to cope with peak flows. “While the project is in progress, another challenge is keeping the existing plant opera- tional. “While one half of the plant remains op- erational, the other half is upgraded, before upgrading the remaining half.” Because of the project’s tight time frame the project team knew it wouldn’t have a head contractor in place early enough to purchase all the equipment needed for the upgrade and had to pre-purchase a lot of overseas equip- ment with long lead times. “In the middle of that Covid came along and disrupted the supply chain. “While that did cause some delays, it was Ok in the end and we’ve got all the critical equip- ment we needed on time. “The other challenge has been the overall busy-ness of the whole industry from design- ers, suppliers and contractors.” Daniel McKay, Contracts & Procurement Specialist for the Council says Hamilton firm Spartan Construction were awarded the contract as lead contractor through a tender process. “Spartan has really outperformed them- selves with this project, identifying a number of issues as the project progressed and rec- ommending workable solutions.” While local firm Great Lakes Consulting has been engaged as overall project managers, Beca Group completed all design work for the upgrade. The project is being funded from a mix of rates and contributions from property devel- opers. Reflecting on the project’s progress to date, Mike says while there has been a myriad of challenges to overcome, all involved in the project have kept it largely on track for a pre-Christmas delivery.
