REGIONAL DEVELOPMENT Brian Perry Civil continues to clock up Civil Contractors New Zealand (CCNZ) awards, with this year’s accolades including the construction of a cutting-edge strand board factory in Taupō. The winning project came under Brian Perry Civil’s (BPC) central North Island operations, winning the CCNZ Bay of Plenty 2024 category C, projects over $5 million award. Built for Fletcher Wood Products, which owns BPC, work included demolishing 5000 cubic metres of old concrete foundations, extensive utility removal and building new plant and foundations to resurrect a factory destroyed by fire in 2006. The CCNZ judges described the 24-month project as large-scale by footprint, complexity and value. They also noted meticulous planning, innovative methodologies, environmental considerations, smart use of materials, adaptability, problem-solving skills and people focus as deciding factors in the award. BPC Central Region business manager Ben Ackerman says the scale of the project was highlighted by the impressive quantities of materials involved, which included 5400 cubic metres of various types of concrete, 384 tonnes of reinforcing steel and placing nearly 5000 metres of formwork. Earthworks involved more than 10,000 cubic metres of material, with local contractors who had knowledge of the local materials and environment being engaged. In addition to the large concrete pours required, part of the complexity was due to the design being provided in stages, rather than the full project design being released prior to the start of construction, and the design changing while the build was in progress. “The team had to adapt to these changes while maintaining the programme timeline,” Ben says. Smart use of materials included using proprietary recyclable formwork and using existing pumice excavated from the site or bulk fill in earthworks, along with specifying 3MPa flowable fill concrete rather than compacted hard fill when backfilling foundations. “This is safer and quicker than placing and compacting hard fill, as time was important to the client and this allowed the building to go up as soon as we had constructed the foundations. Brian Perry Civil did all the concrete foundations and associated concrete work and then Livingstone Building did the steel structure and the main superstructure top.” BPC’s comprehensive approach to the project included innovative environmental controls to provide a stabilised environmental to contain any runoff from the site. “Using skilled excavator operators we created earth bunds using existing material, and peeled and placed existing grass turf over the bunds to appear as if they were pre-existing landscaped grassed bunds.” Because a total of about 50 staff from various companies worked on the project, there was a strong people focus, and this included creating some nuanced but important ways to encourage approachability, positive engagement, communication and collaboration, such as an open-plan site office and treating the office as a whole-project teams’ space. With about 15 of BPC’s staff working away from home, the company also recognised the importance of regular social catch-ups outside of work hours for its site team, including weekly meat raffle nights at the local cosmopolitan club. 4 | 2024 CCNZ Awards: HEB Construction T T Kim Newth Supporting BOP growth, resilience HEB Construction replaced a two-kilometre section of old 600mm-diameter concrete pipeline with a new, robust 1200mm-diameter polyethylene pipeline. REGIONAL DEVELOPMENT Founded in 1975 as a family-owned business, HEB Construction is now one of New Zealand’s top infrastructure companies, and regularly undertakes some of the country’s largest and most significant building and infrastructure projects (Tier 1). The company’s extensive range of services includes roads and rail, bridges, land and urban development, water infrastructure, ports and marine infrastructure, and precast and heavy haulage. In the Bay of Plenty, HEB Construction works closely with local councils and agencies such as Waka Kotahi and Tauranga City Council to deliver specialist civil and structural works. They are a trusted infrastructure partner, with a track record of excellence. HEB Construction was recently named a finalist at the 2024 Civil Contractors New Zealand Hirepool Construction Excellence Awards (Category 3 - Projects between $5m and $20m) for the Te Maunga Outfall Landward Section project that involved upgrading a key wastewater pipeline that is part of Tauranga’s wastewater management system. Managing Tauranga’s wastewater is essential for the health of the city. The landward section outfall pipeline needed to be upgraded to improve its resilience and carry a much higher capacity for the city’s growing wastewater needs. HEB Construction replaced a two-kilometre section of old 600mm-diameter concrete pipeline with a new, robust 1200mm-diameter polyethylene pipeline. With some design input from HEB, a section of the pipeline was also CIPP-lined through an environmentally sensitive area. Time was of the essence for this project, with critical shutdowns and tie-in works needing to be completed within a tight three-anda-half day window. This required meticulous hour-by-hour scheduling, coordinated with the ocean tides. Keeping local residents informed about the work was a top priority. “We navigated through a residential area and a retirement village, working within a very narrow easement and around the existing outfall that runs 24/7,” explains HEB Construction’s senior project manager Duncan Albert. “It was a really technically challenging project requiring vibration and noise mitigation and monitoring, along with precise day and hour planning. “I’m very proud of the outcome and everyone’s performance. It was a great collaboration with the client, Tauranga City Council, local subcontractors, and consulting engineers Tonic and BECA. This project followed another large-scale pipeline project, the Waiāri pipeline, which prepared us well for the Te Maunga Outfall project, completed in 2023.” Having completed that project, HEB Construction’s team is now working at the Te Maunga Wastewater Treatment Plant itself, installing a new clarifier and other improvements. Another exciting project for HEB Construction is the new interchange over the Tauranga Eastern link, which will improve travel for the Pāpāmoa East community and enable further development of the area. It will enable faster travel between Pāpāmoa East and Tauranga City Centre, Mount Maunganui and other destinations. Construction of phase three started in April 2024, and the interchange is expected to open by mid-2026. “HEB Construction is proud to self-perform and deliver this whole interchange project, from earthworks, drainage and asphalt to precast elements like bridge beams and traffic management. “We have long-lasting relationships with local subcontractors and use them where we can, so a project like this benefits the whole local industry. Most of our guys live in Pāpāmoa and are proud to be part of building something so important for their community.” The first two phases of work are now complete, including the extension of Te Okuroa Drive and a new intersection with Sands Avenue. In April 2024, HEB Construction started work on the interchange itself, which is being constructed over the Tauranga Eastern Link Toll Road (SH2), linking Te Okuroa Drive and the new, under-construction Sands Town Centre and surrounding urban development area in Pāpāmoa East. “We’re pleased to be a part of the Sands Town Centre development too, which is another large-scale, long-term project for our civils team.” Impact Engineering would like to congratulate Heb Construction on their nomination for 2024 CCNZ Award. Initially based in the Canterbury region where it operated under the name of Spartan South Ltd, the company lent its expertise to some of the most complex civil projects that went into the rebuild of Christchurch following the 2010-2011 earthquakes. Upon relocating to the Waikato, the company rebranded as Phoenix Civil, and has gone from strength to strength through its involvement in major projects in the subdivision, three waters and general infrastructure markets. Other key projects include the completion of the Okareka pipeline upgrade in Rotorua, the Cambridge wastewater treatment plant outfall structure on the banks of the Waikato River, and the installation of 1.3kms of 800mm-diameter PE pipe work for the Ngaruawahia wastewater treatment plant – to name just a few. | 7 T T Bernadette Cooney Marine projects up for awards Oxcon was tasked with constructing Auckland’s first artificial reef and rehabilitating more than 100m of seawall. 2024 CCNZ Awards: Oxcon “The project posed several challenges, including the restricted working areas and the marine environment, which required working in with the tides.” REGIONAL DEVELOPMENT Oxcon is a key player in delivering some of Auckland’s most significant infrastructure and two of its recent coastal marine projects have been named as finalists in the 2024 Civil Construction NZ (CCNZ) Awards. The two civil engineering projects will compete against each other in the Zero to $20 Million Project category of the CCNZ Awards, with winners being announced at the awards ceremony this November. Reflecting Oxcon’s reputation for delivering projects on time, within budget, and to the highest standards, these projects showcase smart engineering, innovative solutions, and best-for-project decision-making. Oxcon general manager Matt Mules says the company has collaborated on major public and private infrastructure projects throughout Auckland and Northland since its establishment in 2012. “We’re a team of 28 skilled professionals with a presence in Auckland and Northland, and we enjoy bringing smart ideas and engineering to our projects,” says Matt. “We work closely with our clients and designers to optimise designs with a focus on efficiency and value for money.” The first project that has earned Oxcon CLL a spot as a finalist is the Hobsonville Marine Recreation Centre. This project involved constructing a large platform over the water, which will eventually support a newly built marine recreation centre and community facility. The centrepiece of the construction is a 1200sqm kwila deck, built on precast concrete beams supported by 750mm-diameter bored piles. Additionally, the project features a 46-metre timber jetty with a steel balustrade, and a 24-metre aluminium gangway that connects to a 200sqm precast floating pontoon. “This required a high standard of finish with both timber and concrete structural work as part of a high specification architectural design,” says Matt. “The project posed several challenges, including the restricted working areas and the marine environment, which required working in with the tides.” Despite these obstacles, Oxcon successfully completed the project in just seven months, ensuring a high-quality finish that meets the community’s long-term needs. The project has significantly improved community access to water-based activities, offering long-term recreational benefits, and promoting the development of local water sports and community engagement, creating a lasting impact in the Hobsonville area. The second project that has garnered finalist recognition is the Seaside Park Rehabilitation, a project commissioned by Auckland Council. Seaside Park, located in Otahuhu, is a former landfill that has been transformed into a sports field and community park beside the Tamaki Estuary. Oxcon was tasked with constructing Auckland’s first artificial reef and rehabilitating more than 100m of seawall. This included sections of new basalt stone seawall around the park’s coastal edge to protect it from erosion, as well as adding rock revetments where previous seawalls had been damaged. At the far end of the park, a new salt marsh and rock reef was installed to create new habitats for local fauna. To avoid disturbing environmentally significant mangroves, Oxcon CLL successfully adjusted consent conditions to allow a haul road to be built across land during the project. “This enabled a more efficient and less intrusive construction method,” says Matt. The project has left lasting benefits for both the environment and its residents. The local community were highly engaged in the project, including being part of a coastal clean-up which Oxcon organised together with Sustainable Coastlines. Oxcon’s focus on safety, environmental care, and quality has been pivotal in its delivery of numerous projects for clients such as Auckland Transport, New Zealand Transport Agency (NZTA), Watercare, KiwiRail, and Auckland Council. REGIONAL DEVELOPMENT An exceptional joint venture (JV) between tier one civil contractors Fulton Hogan and McConnell Dowell to stabilise the State Highway 25A (SH25A) Taparahi Slip and construct a 124-metre-long bridge to span a collapsed section of highway has been rewarded with multiple regional and national CCNZ awards. The project was awarded the Supreme Award as well as the large project category for projects over $20 million at the Waikato Regional Civil Contractors (CCNZ) awards and went on to win the National CCNZ Award for projects between $20 million and $100 million. Complementing the bounty of CCNZ awards was a prestigious international award for Bridge Project Team of the Year from Bridges New Civil Engineer (NCE) awards held recently in London. The two-lane, three-span steel and composite bridge reconnected Coromandel communities and was completed in just seven months – under budget, with no lost injury time. It was the quickest design-and-build bridge of its size delivered in New Zealand, and the CCNZ judges commented it was a great example of how to expedite a large engineering design and construct project with minimal constraints, to deliver an exceptional outcome to the client and public without compromising health and safety or quality. Ashley Cooper, the onsite project manager, says that while success at the industry and international awards was a significant achievement for all involved, he felt the primary reward was from the local communities, who were extremely appreciative that they had been reconnected in time for Christmas. “It was such an important project to them, and they had made the teams feel incredibly welcome throughout the project. Everybody was so aligned that they had to have that road opened as soon as possible. Even the original completion date of March was pretty ambitious, and to shave another three months off was spectacular.” Ashley also praised the Fulton Hogan McConnell Dowell team members, who had been such a huge part of the project’s success, saying that right from the start everybody was focused on the outcome and what had to be achieved. “It was awesome to be part of this project. I was like a jockey on a thoroughbred racehorse. The team took off and I just had to tweak and steer them.” SH25A Taparahi between Kōpū and Hikuai suffered significant damage with the road collapsing after two major storm events in January 2023. In total, 120 metres of bush-clad roadway was destroyed, causing inaccessibility, extra travel time and costs, limited access to healthcare and education, impacts to freight, businesses, tourism and disruption of day-today life. New Zealand Transport Agency Waka Kotahi (NZTA) led the project to re-instate SH25A with technical assistance from consultants Beca for site conditions, with the construction of a 124m-long, 11m-wide, by 15m-high bridge chosen as the preferred option. Following a tender process, Fulton Hogan/ McConnell Dowell JV was accepted as the design and build contractor, utilising Tonkin + Taylor, and Beca as a joint design team. “Initially, we had to stabilise the slip with drains and cement to create enough of a working platform, to be able to get the heavy machinery into position to build the bridge,’ Ashley explains. “That work took half the programme time. During that time, offsite fabrication was ongoing in parallel, but the assembly of the structure onsite only took four months. REGIONAL DEVELOPMENT The 124m bridge is constructed from three spans, (38m, 48m, 38m) from the east to west abutment, which are supported by reinforced concrete pier cross-heads that sit upon reinforced concrete columns. Reinforced concrete piles were bored 20m into the ground with permanent steel casings, which then extended above ground providing the encasement for the concrete columns. There are four columns per pier, and each pier consists of a 1m1 x 3m x 1.5m-deep reinforced concrete cross-head that ties the columns together and supports the three fabricated steel I-Beam sections that span the bridge from east to west. The project also received accolades at this year’s CCNZ National Awards, winning the Hirepool Construction Excellence Award for Category 5 - Projects over $100M. The Ara Tūhono – Pūhoi to Warkworth PPP (Private Public Partnership) Project, is a significant 18.5km greenfields motorway, that provides a crucial new transport link to Northland. Delivered by the Northern Express Group (NX2) on behalf of NZ Transport Agency Waka Kotahi, the project extends Auckland’s Northern Motorway from the Johnstones Hill tunnels to just north of Warkworth. Construction was carried out by a Fletcher – Acciona Joint Venture with the new motorway officially opened in June 2023. The new motorway is a four-lane dual carriageway, separated by a central median with a safety barrier, and was built to the west of the old SH1, bypassing Warkworth on the western side. Key benefits of the new route include improved safety and connectivity, more reliable journey times and a better freight connection for the Northland region, which is expected to support economic and population growth. The motorway will also improve connections between the growth areas in the northern Rodney area of Auckland and reduce congestion at Warkworth by providing a bypass for through traffic. Time savings are expected to be greater for trucks due to reductions in grades and a better road layout, which helps heavy vehicles maintain a higher average speed along the route. Within the next ten years it is predicted traffic will increase to more than 31,000 vehicles a day, shared between the new motorway and the old SH1. Ara Tūhono is the second motorway in New Zealand to be constructed on behalf of the New Zealand Government under a PPP contract, after the Transmission Gully project. In November 2016, Waka Kotahi NZ Transport Agency awarded a contract to the NX2 Group to deliver the project. T T from page 10 REGIONAL DEVELOPMENT 2024 CCNZ Awards: Northern Express Group The NX2 Group is made up of New Zealand and overseas firms with considerable experience in the design, construction, finance, maintenance and management of major infrastructure projects. The principal partners in the consortium are Accident Compensation Corporation, Morrison, Acciona Concesiones S.L., Fletcher Building Ltd, Acciona Infrastructure Australia Pty Ltd and The Fletcher Construction Company Ltd. Under the PPP contract, NX2 financed, designed, constructed, managed and will maintain the Pūhoi to Warkworth motorway for 25 years following its construction. Full ownership of the highway will remain with the public sector. PPPs allow large and complex projects to benefit from private sector innovation and funding which can increase certainty of delivery and give better value for money. Ara Tūhono Pūhoi to Warkworth is an ‘availability’ PPP, which means that payments are not linked to traffic volumes. The PPP consortium will be paid for making a safe road open and available to traffic. Another key partner in the successful delivery of project was Hōkai Nuku, the authorised voice of four Iwi and Hapū mana whenua – Ngāti Manuhiri, Ngāti Mauku/Ngāti Kauae of Te Uri o Hau, Ngāti Rango of Kaipara and Ngāti Whātua. The motorway’s name, Ara Tūhono was gifted to the project by Hōkai Nuku and means a connecting pathway (Ara meaning pathway/ passage and Ara Tūhono means connecting or linking one part to another). Hōkai Nuku, Waka Kotahi and NX2 worked together to ensure the values and historical significance of the project area were reflected for generations to come through the creation of mahi toi artworks. A number of carvings, silhouettes and pou whenua line the new motorway and these mahi toi were designed and handcrafted by artists appointed by Hōkai Nuku. Recognising the cultural identity and values of mana whenua, and acknowledging and expressing their traditions and relationships with their ancestral lands, water, sites, wāhi tapu and other taonga is an integral part of the project. The first piece installed on the project was He Huihuinga Rangatira, a collection of silhouettes depicting gathering rangatira chiefs and is situated near the Ōkahu inlet area that was home to generations of mana whenua. Reipae lives at the northern end of Ara Tūhono – Pūhoi to Warkworth Motorway and was unveiled ahead of the new motorway opening.
