Fulton Hogan was named as a finalist in the Auckland 2024 CCNZ Hynds Construction Awards (over 50M category) for its key role leading the upgrade of SH1 Papakura to Drury Motorway Stage 1A, an acknowledgement of its commitment to minimising stakeholder disruption and implementing carefully planned traffic management. After being consented in 2020, construction began on stage 1A in February 2021 and except for final asphalt surfacing, which will be undertaken in the summer, was completed in August 2024. The project encompassed three kilometres of Motorway SH1 just north of the Papakura interchange down to just south of Park Estate Road at the BP motorway service centre. The motorway has been widened from two lanes in each direction to three lanes, with safety upgrades that include replacing existing wire rope median barriers with concrete barriers and adding edge barriers. Project scope also included a significant upgrade to the stormwater network for resilience, and improved stormwater treatment of the water running off the road within the corridor. The road shoulders have also been widened to enable future bus services. Construction manager Reuben Saathof says the project has been a success on a number of fronts, and a worthy submission into the awards, given its complexity. “Thirty-five thousand vehicles travel that road each way, each day. So, it is a very complex, high-volume busy corridor that is the main access route into Auckland. It was a very constrained and complex site to work within, with lots of existing services, traffic, and several differing stakeholders. “We were committed to delivering the project with minimal disruption to stakeholders, and succeeded in delivering on that commitment. We placed a deliberate focus on targeted early stakeholder engagement, and ongoing directed communications throughout the project. We also placed a focus on stakeholder needs in construction planning, methodology and delivery.” Minimising traffic disruption was a key consideration, and Reuben says that for at least 70% of the project, speed limits of 100kph were maintained through an active worksite. “That was achieved through carefully planned traffic management, the use of temporary steel barriers and keeping the work off the motorway during the day, with full closures at night, which is off-peak,” Reuben says. “Being named finalist recognises that the project has delivered on outcomes that are important to the construction industry. That includes stakeholder engagement and minimising disruption to our customers and the travelling public, through careful TTM (Temporary Traffic Management) delivery, while implementing a strategy that kept our team safe. “The other highlight for me was the collaborative way in which we have delivered the project. Working closely with NZTA (New Zealand Transport Agency) and their representatives (AXELL and Aurecon) alongside other members of the construction team that contributed to the success of the project. These projects take a village to build and we were supported by a large team of subcontractors and supply chain who contributed to the success of the project.
