Quayside Holdings: Rangiuru Business Park T T Sue Russell DEVELOPMENT A hugely significant regional development is underway a stone’s throw from Papamoa and Te Puke, Bay of Plenty, in the form of Rangiuru Business Park, with Quayside Property Ltd the initial developer on the project. A subsidiary of Quayside Holdings, Quayside Property Ltd is the investment arm of Bay of Plenty Regional Council and major shareholder of the Port of Tauranga. Michael Jefferies, general manager – property, says the project promises to deliver real growth and economic benefits to the region, given its strategic positioning within easy reach of the port, just 25km away. “Rangiuru Business Park extends over 148 hectares, which will be developed over four stages. Quayside owns 40% of the park and is the first developer. We’ve been responsible for delivering key infrastructure to stage 1 before other landowners can develop, so our financial stake in the project is significant.” The concept of Rangiuru Business Park has actually been around close to two decades. Its impetus was a strategic initiative by the region to promote and enable industrial and commercial activity to blossom for the Bay of Plenty, and key to this was the construction of significant roading infrastructure. “Council understood back then that at the rate the region was growing, that we would eventually run out of good, easily accessible land suitable for industrial and commercial businesses. It needed to be close to main arterial routes, to link this activity to the Port, to the Waikato and to Auckland, as part of the Golden Triangle,” Michael says. On 31 July, 2020, the Provincial Development Unit announced an $18 million grant from the Provincial Growth Fund for Rangiuru Business Park. Projections researched by then indicated the region could expect around 4000 jobs would eventually be accommodated in the area, with Rangiuru Business Park forecasted to be a significant contributor. Located next to State Highway 2, with a dedicated motorway interchange, Rangiuru Business Park, will lead the Bay of Plenty’s next growth phase as its full potential is realised. Stage 1A comprises about 14 hectares, and sites are currently on the market with the stage due for completion by mid-2025. Michael says, for those businesses committing early to purchasing or leasing a site, the development allows for flexibility of site size and location, to suit each business’s situation. Stage 1B is expected to be delivered mid-2026. A focus on quality underscores this project, including where possible the architectural merit, street-scaping and design elements throughout the Quayside-owned land. Strong relationships are everything, especially in a complex development like this. Michael says the team are always striving to improve the status quo, albeit across the collaborative construction environment, with iwi and council partners, or the wider community. “There’s been strong and collaborative engagement with local iwi and hapu to ground and articulate the cultural master plan for the site. We are in the process of developing a dual-purpose, 48-hectare wetland and stormwater pond area that is being brought to life with our mana whenua partners, contractors and consultants. “We’re about the long-term sustainable growth and development of this region.
