The Pingao Estate Trust project is based upon the papakāinga concept of Māori living together communally on ancestral whenua. Shared whakapapa to place and each other provide the bonds that tie together the members of a papakāinga. Located on the western shore of the Firth of Thames (Tikapa) in the Waikato, the Pingao Estate Trust project is nestled on ancestral Māori land where the whānau grew up and went to all of the local schools. Whānau ownership of the land has never changed hands. Acting on behalf of his immediate whānau, John Waata is leading the project. Raised by their parents, John and his siblings grew up on the site, with no power or running water. But John has fond memories of his childhood and his vision is to bring his immediate whānau back to their ancestral land close to their marae, their wider whānau, and the whānau urupā (burial ground), where the siblings’ parents and other whānau members rest. The overall land area encompasses about 76 hectares all on one title, of which the papakainga housing area is 1.5 hectares, with the balance leased to a local farmer. Managing the papakāinga development project is Paul Sheeran, from experienced Hawke’s Bay based project management company Sheeran Associates Ltd, whose job it is to drive the programme, manage the budget and scope, engage with the contractors, and liaise with the Whānau. “John has been working towards this vision for close to ten years,” says Paul. “The Feasibility study – planning compliance and costing etc started in 2018 and the development has been going approximately 16-months. The development consists of three stages, with the first stage consisting of six transportable houses, along with four homes built on site, and the relative infrastructure. Some of that “John has been working towards this vision for close to ten years...” Davies Homes has a wide range of house and land packages available and a number of concept plans specifically suited to Bridleways Estate. Daniel says that these will provide inspiration and each house and land package will be a design and build project. Based in Te Awamutu, Davies Homes design and build homes at a range of styles and price points. An important point of difference is Daniel’s direct involvement with the design process, supported by the in-house architectural design team. This is the main factor which contributes to the company’s unique design vision, says Daniel. Each home is cleverly designed to optimise the potential of each site and the client’s unique needs, constructed to the absolute highest standards. Backed by the team’s construction experience this means clients’ budgets can be maximised. “Because we act as the designer as well as the project manager on builds we see a project through from beginning to end in-house. This saves clients time and money and results in buildable homes with a design edge,” he says. Recognising that building a home can be a stressful process if not undertaken correctly, the company also utilises an online scheduling software accessible by the clients, so people can manage the entire build of their new home tracking the progress of their project every step of the way. While all Davies Homes are custom designed, the company has put together a range of over 40 plans, which Daniel says form a starting point and can be customised to suit clients’ individual needs. All builds are guaranteed fixed price giving clients certainty over their budget, says Daniel. As Registered Master Builders, Davies Homes also offers the association’s range of guarantees. infrastructure will support all three stages. Whānau will move in to the first six houses by June 2024, with the first stage to be completed by March 2025, all going well.” Built by Heartland Homes of Putaruru, the homes will be a mixed typology including two, three, and four bedrooms, costing between $400-$450K built, transported and completed onsite. The total vision for the Pingao Estate is twenty houses. The houses will all be affordable rentals owned by the Pingao Trust and tenanted by the owners of the land and their wider whānau. The papakāinga area also includes a communal space with a small playground for the whānau to come together. “MS Civil contractors are building the internal roads, and completing the earthworks for the house platforms and the storm water system,” says Paul. “E & J Contractors are the three-waters contractors supplying and installing waste water systems, potable water tanks and connecting to the stormwater system installed by MS Civil. Plumbing First are connecting the houses on site to E&J’s infrastructure. Ultimate Playgrounds based in Waiuku have installed the playground.” The site has no Council amenities and received government funding to instal the necessary infrastructure. The project has also received approximately 75% government funding for the construction components of the project. Government funding is jointly administered by Te Puni Kōkiri and Te Tūāpapa Kura Kāinga (Ministry of Housing and Urban Development) through the Whai Kāinga Whai Oranga programme. The programme seeks to support Māori housing solutions such as the Pingao Estate Trust. “The Trust has also obtained approximately $850,000 as a loan from Kiwi Bank (Kāinga Whenua loan) to be serviced by the whānau tenants.” Based in Ngatea, Phil Jennens is a Certified Master Gasfitter and Master Plumber with over 20 years of experience.
