The Waiāri Water Supply Scheme project was unique in that it required extremely long stretches of pipe installed, often through difficult terrain, says HEB Construction senior project manager Duncan Alberts. HEB was responsible for delivering Part A2 (approximately 9.4km long pipeline through farm land across Te Puke Highway to Poplar Lane) and the Reservoir to Reservoir contract comprising around 5.7km long pipeline from Poplar Lane to Welcome Bay Road. Duncan says that other successful projects that HEB had completed for Tauranga City Council previously, such as the Southern Pipeline and Joyce Road Reservoir, stood it in good stead and it was invited to tender for the Waiāri contracts, eventually securing two of the three portions of the job. He says that the A2 contract involved open cut trenching and installing pipe three metres deep in land that was soft peat with running sand ground conditions. Dewatering, well pointing and trench shields were all techniques that helped deliver the project. HEB actually won an internal company award for this part of the project and the innovative solutions it came up with to ensure good erosion sediment control when commissioning and flushing the pipelines. Two pipe sleeves under the East Coast Main Trunk railway line were also installed in two locations. Both crossing comprised of 1016mm x 45m long steel casings that were hammered into position utilising a Taurus hammer by Ghella Abergeldie. Horizontal directional drilling was required for sections of the pipeline, delivered by subcontractor Universal Underground. The Reservoir to Reservoir contract involved challenges of a different kind; largely intensive 24/7 traffic control. “The entire pipeline ran down the one lane of the road so setting up one way traffic control along with strict health and safety protocols was vital,” says Duncan. “The pipeline also had a 100 year design life so stringent quality control was also necessary – also challenging to undertake in that busy environment. Every PE weld had to be inspected to maintain that high quality.” He says an overall collaborative approach with Tauranga City Council underpinned both contracts and led to a highly successful outcome, which saw them delivered months ahead of schedule. “We put a lot of resources into it and had multiple crews on site and worked through part of the winter season so although we were supposed to finish in February 2022 we were finished by October this year. “This project really cements our position amongst the front runners in pipeline installation.” On the back of the Waiāri Water Supply Scheme project, HEB secured the Te Maunga outfall contract, which it is currently working on. The Te Maunga wastewater treatment plant provides treatment for domestic, commercial and industrial communities from the Mount Maunganui and Papamoa catchments. The project involves replacing the existing 600mm pipe with a new 1200mm pipe to increase capacity to cope with future growth. Duncan says the new pipe is being laid next to the existing one, which is “pretty challenging”. “We are working next to a pipeline that is decades old and we have to cross over and under it in a few places. Strict planning, methodology and temporary work designs have all been important along with working with key stakeholders including local residents.” An important milestone was achieved in early October when HEB pulled the new pipe through the existing duct that was laid a few years ago when the motorway was redeveloped. The entire Te Maunga outfall project is due for completion in August 2022. HEB Construction has a long history of constructing land development, roading and infrastructure projects.
