REGIONAL DEVELOPMENT Experienced developer Tony Bradley didn’t intend to start building social housing. But he hopes that two projects in Rotorua – one finished and the other nearing completion – will help to transform the social housing build sector. “I wanted to put my spin on social housing,” Tony explains. “My brief to DCA Architects was that if I was going to do this, I wanted them to be very high quality. I wanted to do something special as they are on prime corner sites.” Tony, whose core business is commercial development says he “sort of fell into” the project but has really enjoyed the process with Kāinga Ora. “When I first started developing I did residential building and Rotorua needed a lot of housing so that’s how I got involved. That Christmas I said to myself I might get into residential a bit then a property came up on Lake Road which was perfect for what I wanted – close to town and amenities. My builder Paul Hammond at iLine introduced me to Kāinga Ora and we went from there.” The two projects, located on Lake Road and Fairy Springs Road, comprise a total of 35 new homes. The Lake Road development features 20 townhouses, while Fairy Springs Road adds another 15 to the mix. Both sites occupy prominent positions on Rotorua’s main northern route, making their visual appeal particularly important. “Social housing can look attractive as well,” says Tony. This philosophy is evident in the thoughtful design choices made across both developments. The Lake Road project boasts a variety of roof designs to set the homes apart, along with low-maintenance cladding that combines brick on the ground floor with metal cladding on the upper level. Three different types of metal cladding, including COLORSTEEL and Espan, were used to give an upmarket look to the buildings. The Fairy Springs Road development continues this focus on aesthetic consideration, featuring different brick claddings and a James Hardie cement board product, complemented by angled roofing. Both sites prioritize livability, with each home having its own secure courtyard and carpark. “I’ve really enjoyed the process with Kāinga Ora, they’ve been great to work with. I’d be open to doing more of these types of projects.” The speed of delivery was a key factor in meeting Rotorua’s pressing housing needs. Tony’s background as a builder proved invaluable in this regard. “Because I’m a builder, I’m a hands-on developer. I can see issues before they are about to happen,” he explains. Collaboration was crucial to the project’s success. Tony worked closely with Paul Hammond of iLine Construction, a long-time associate. “Paul and I go way back. When I developed the Redwood Centre in 2011, Paul had just started iLine Construction. We’ve worked closely together ever since; he’s brilliant.” The project team also included iLine’s Mitch Craig as project manager and Kerry Boyle as site manager. Design work was handled by DCA Architects, with Tony praising their expertise in social housing design. Nick Chibnall-West and James West from DCA were instrumental in bringing Tony’s vision to life. The homes were some of the first in New Zealand to be built under the new Homestar 5.1 rating which Tony says added another level of complexity to the builds. The Lake Road development, which is already fully occupied, consists of 17 two-bedroom and 3 three-bedroom homes. The two-bedroom units are approximately 85-90 square metres, while the three-bedroom versions exceed 100 square metres. The Fairy Springs Road project features 15 two-bedroom townhouses, each around 85-90 square meters, with living areas on the ground floor and bedrooms upstairs. Feedback on the completed Lake Road project has been overwhelmingly positive. “They had a big opening of Lake Road and feedback has been good from council, Kāinga Ora and tenants,” Tony says. “It’s been really good seeing families moving into their new homes.
