While securing the rezoning of the site came with its frustrations, Jayne says the fact the project team, comprising of herself and planning and landscape architect irm Vivian +Espie, were able to achieve a Rural Visitor Zoning without an Environment Court appeal is testament to the inherent suitability of the site for the type of development proposed and to the expertise of the project team. “Rik’s land was zoned Rural in the then QLDC operative district plan. Under that zoning there were signi icant limits to the type and extent of development that Rik could undertake on the site. The Rural zoning did not recognise the unique attributes of the site and its development potential.” Jayne says the staged review of QLDC’s district plan, with its submission process commencing in late 2015 was timely. The project team combined resources to prepare a thorough and robust rezoning submission that aligned with key strategic drivers in the district plan, including the ‘diversi ication of the District’s economic base and creation of employment opportunities through the development of innovative and sustainable enterprises. Jayne provided strategic input into the hearing process, brie ing experts and leading the presentation of the rezoning proposal and expert evidence before the hearing commissioners. This culminated in the Council agreeing to change the zoning. Rezoning via the plan review process was ultimately the most e icient way to obtain Rik’s desired outcome as it meant avoiding the expensive council processing costs that undoubtedly would have been incurred for a resource consent or private plan change.
