Fulton Hogan’s Dunedin operation stands as a testament to enduring local business success, with a 91-year history deeply embedded in the region’s infrastructure development and community support. “We’re home grown,” says Fulton Hogan Dunedin surfacing manager Scott Payne. “Fulton Hogan originally started in Dunedin, so we’ve been in this community a long time.” Fulton Hogan has since grown to become a significant national infrastructure provider with 11,000 staff across New Zealand and Australia. The company’s local footprint is substantial, with approximately 240 staff based in Dunedin and facilities strategically located in Fairfield including offices, yards, a maintenance depot in Ward Street, a bitumen facility in Fryatt St and an asphalt plant at Logan Point Quarry. Its services are comprehensive, including construction, surfacing, asset management, laboratories, transport and traffic management. Scott says the company prides itself on being a vertically integrated business, offering clients a one-stop solution by completing most tasks in-house. The company’s project portfolio is diverse. A recent project is the Hillside Road workshop development for KiwiRail, which was completed over 18 months and finished in late 2024. Fulton Hogan’s contribution involved extensive excavation, removal of contaminated material, pavement construction and asphalting. Another important project for the region was the Peninsula Connection project, which aims to create a safer, more resilient route with improvements including rock retaining walls and a shared pedestrian and cycle path. “The retaining walls were all hand-placed rock, with our people working in the sea in the middle of winter,” says Scott. Fulton Hogan also holds critical infrastructure maintenance contracts, including the roading maintenance contract for Dunedin City Council, which it has held for approximately five years. This contract also involves the resurfacing of carriageways throughout the region, including resealing, asphalting and slurry. “We have the only machine to complete slurry resurfacing in the South Island,” Scott says. Fulton Hogan Dunedin also helps the council respond to weather events. “For example, in early October Dunedin experienced a significant rain event, which resulted in major flooding and slips, and the Fulton Hogan team ensured roads were kept open and cleared slips in a timely manner,” explains Scott. “We keep the community connected and we enjoy contributing positively to our community.” Other significant work includes extensive Three Waters renewals for Dunedin City Council, such as the Carr St project involving the replacement of nearly 13 kilometres of water, wastewater, and stormwater pipes. It also maintains significant contracts with Port Otago, Waitaki District Council, and Clutha District Council. Something Fulton Hogan offers that many may not realise is servicing and maintenance for other people’s fleet, such as for the fire service where they maintain the fire equipment for the Waitati South area. “We have a workshop for servicing and maintaining our own gear, and also offer this service externally. It also works reciprocally. For example, subcontractors might work on a contract for us, then get their gear serviced at our workshop.” Scott says giving back to the community is important to Fulton Hogan. In Fairfield, where it is based and has significant land holdings, it has installed a public track for dog walking, and collaborated with local schools and city sanctuary groups on native planting and conservation efforts. Scott says Fulton Hogan continues to grow at a nationwide level. The Dunedin branch has plans for significant investment to keep up with demand, including installing a new asphalt plant in the next couple of years. “Our present asphalt plant is over 30 years old, so replacing it will help us to meet the needs of the market.
