Coterra REGIONAL DEVELOPMENT Coterra continues to play a vital role across land development in Otago, supporting regional growth through its planning, surveying, and engineering expertise offered out of its Cromwell and Wanaka offices. Formerly known as C Hughes and Associates, Coterra remains focused on contributing to the region’s development thanks to its broad range of projects that highlight demand for housing and the need for well-planned communities. Among the key developments currently underway is a 200-lot residential project at Pisa Moorings for Pisa Village Development Ltd. Coterra director Campbell Hills says the development will include a mixture of medium- and low-density allotments and some local convenience business/retail activities, and various reserve spaces. “This is currently subject to a Central Otago District Council (CODC) water infrastructure constraint, but CODC is planning construction of a new reservoir near Pisa Moorings, and connection of the Cromwell and Pisa schemes to resolve this.” Coterra is also leading planning and design for various subdivisions in the Richards Beach Road area of Cromwell, helping to guide development of newly rezoned land. Coterra is working with CODC to determine infrastructure requirements for the wider rezoned area. The process will guide water and wastewater network extensions, potentially to service about 100 new properties over time, he says. The Cromwell team is managing several smaller projects across Cromwell, Clyde, and Omakau, including new townhouse-style developments, being designed to improve housing affordability and choice. Campbell says since the introduction of Plan Change 19, which streamlined zoning for residential development, there has been a surge in activity, particularly in the last few months, as more landowners realise the new development potential and value of their properties. Interest is also increasing among developers outside the region, with many who now view parts of the area, such as Cromwell, as a particularly attractive market. While residential demand remains strong, Coterra continues to take a “considerate and balanced” approach when dealing with land development opportunities, particularly in, or adjacent to, rural areas, Campbell says. “We understand and endeavour to protect the sensitive character of unique landscapes and areas.” Coterra’s collaborative relationships with local authorities are another of its strengths. Campbell says there were pleasing elements across the sector of note, including improvements with the CODC’s formal application and review processes, the recent appointment of a Three Waters Development Manager and the anticipated release of an updated Land Development and Subdivision Code of Practice. “This is expected to provide significant improvements in land development engineering design and acceptance processes, providing clear standards aligned with current industry best practices.” Coterra also continues to adopt new technology within its services using constantly improving computer technologies, along with more use of UAV/drone technology for detailed reality capture.
