22 | Fulton Hogan - Canterbury T T Kelly Deeks Transforming network in Rolleston The new State Highway 1 roundabout at Dunns Crossing Road is the first stage of a multi-year project set to transform transport connections in and around Rolleston REGIONAL DEVELOPMENT Fulton Hogan’s Canterbury team has entered a busy phase of construction on the new State Highway 1 roundabout at Dunns Crossing Road, the first stage of a multi-year project set to transform transport connections in and around Rolleston. Fulton Hogan Contracting Executive Divisional Manager Canterbury Lynden Kees says the team is deep into it, with site establishment, underground, and utilities underway before Christmas. Rooney Earthmoving are well entrenched in tree clearing and earthmoving, while Fulton Hogan has commenced extensive utilities and drainage works with support from several local subcontractors including Pro Tranz Earthmoving and Feary Drainage. Construction of a retaining wall is underway, and one of the project’s standout safety features, a pedestrian and cycle subway beneath State Highway 1, is progressing through its design stage ready for construction to begin early in the new year. Lynden says the subway will allow cyclists and pedestrians to move safely beneath the highway without interrupting traffic flow through the roundabout. It is a big box culvert structure and a huge improvement in safety. The subway is being designed and built by Smith Cranes, a Christchurch-based civil contractor with a strong record in bridge and subway construction. Smith Cranes operates a precast yard on Johns Road and is supplying design, structural components, and cranage for the project. Fulton Hogan is also coordinating with KiwiRail on the construction of a new signalised rail crossing on Walkers Road, forming part of the overall transport upgrade. Lynden says the project is still in the early stages. There were about 30 people on site and this number increased in the weeks before Christmas with several more crews coming in. The site shut down over the holidays and reopened in early January with full teams. The Dunns Crossing Roundabout project is the first stage of the Rolleston Access Improvements Project, a major transport improvement led by Waka Kotahi NZ Transport Agency in partnership with Selwyn District Council, mana whenua, and KiwiRail. Stage 1 involves the new two-lane roundabout at the intersection of SH1, Dunns Crossing Road, and Walkers Road, along with the new rail crossing and pedestrian and cycle subway. This work will improve safety and efficiency for vehicles entering and exiting Rolleston from the south, and freight traffic accessing the industrial area. Stage 2 will see construction of a bridge over SH1 and the rail line, linking Jones Road, Izone to Rolleston Drive North, providing a direct connection between the township and its fast-growing business and industrial zones. The new infrastructure responds to Selwyn’s rapid population growth, with vehicle volumes on SH1 through Rolleston projected to rise from around 24,000 to 33,000 vehicles a day over the next 20 years. Even modest increases have already begun to cause significant delays at key intersections such as Hoskyns Road and Rolleston Drive North. The Rolleston Access Improvements Project has been in planning since the Christchurch Rolleston and Environs Transportation Study (CRETS) was completed in 2007. The study identified the need for a flyover to better connect residential and industrial areas, reduce congestion, and enhance safety for both motorists and rail users. Following completion of the Detailed Business Case in 2023, detailed design began in 2024, splitting the project into two packages for staged delivery. Construction on Stage 1, the roundabout, is well underway, with completion targeted for December 2026. Stage 2, the bridge, is expected to go to tender for construction in mid-2026, with construction to commence late 2026 and be complete by late 2028. Fulton Hogan’s role on the ground is central to achieving the project’s early milestones. Lynden says strong collaboration with subcontractors and local partners has been key to maintaining momentum. He says Fulton Hogan is working closely with its subcontractors, NZTA, Selwyn District Council, and KiwiRail teams to keep everything moving. It is all about making sure the programme stays on track and that work is delivered safely and efficiently. Fulton Hogan’s Canterbury division continues to play a major role in regional infrastructure, from land development to large-scale highway improvements. The Dunns Crossing Roundabout project showcases both its technical capability and its deep local partnerships.
