REGIONAL DEVELOPMENT It was 1994 when Geoff Ball, director of Ball Developments, purchased land from a friend while on holiday in Moana that resulted in the 39-section development, which over a period of time has become the popular Kotuku Views subdivision overlooking Lake Brunner. Over the last 25 years Ball Developments has expanded its portfolio to include several major projects in the Greymouth vicinity, with Paroa Estate, Paroa Lakes, Little Jacks Road and Kaiata Park emerging as significant developments for the region. Paroa Estate commenced in 2004 with stage 1 delivering 49 sections that created a popular Greymouth community. Stage 2 has added an additional 46 sections; approximately half of these have already been sold, with 20 homes built so far and others very close to starting. Geoff says this development has a very family-friendly community feel, and features great landscaping and multiple walkways. “Paroa Estate is located just six minutes south of the Greymouth CBD and two minutes from the beach. Paroa is well outside of the notorious barber wind that frequents the CBD area. The properties have shown good capital growth – all points are key aspects for homeowners,” says Geoff. Paroa Lakes consists of larger rural residential sites set around a man-made lake area. Geoff says all sites have been sold in this prestigious development. Kaiata Park, situated six minutes north of the Greymouth CBD, has a commercial and industrial offering. This was originally encouraged by the Grey District Council in 2008 to meet anticipated demand from Pike River. Geoff says recent government moves to reinvigorate the West Coast mining industry has seen a strong demand for housing emerge along with the tourism boom. “We felt it was the right time to develop planning for the residential aspect to Kaiata Park and change the use of some of the industrial and commercial land to residential,” explains Geoff. The company is now establishing Paparoa Views, a residential development. adjoining Kaiata Park. The location is ideal, as it is away from risk of coastal erosion, it’s not vulnerable to slips or flooding and is fully serviced. The development is showing strong early demand. Stage 1 is already well underway, with four houses under construction and another four that are consented and are due to start. GJ Gardner Homes and Mike Greer Homes are building these and they will be sold as house-and-land packages. There is just one remaining site available for purchase on stage 1 in Hinau Crescent. Paparoa Views Stages 2, 3 and 3a are now before the Grey District Council for subdivision consent. They comprise a total of 72 sections that vary in size from 350sqm up to 4000sqm. There will be several house-and-land packages available from G J Gardner, Mike Greer Homes, Williams Corporation, Green Homes and AlpHouse. Enquiries are also welcome from other builders, or directly from homeowners. Further stages that are at the design stage include the Paparoa Views Village. This village will have approximately 50 shorter-term accommodation units. These will be quality built units that exceed the latest building code requirements and will be “warm, dry and healthy”, says Geoff. The village will adjoin the proposed holiday park, which will accommodate motorhome and caravan sites, as well as tent sites, many of which will be powered. The master plan for Paparoa Views will also have partly serviced rural residential sites being a minimum of 4000sqm. Most of these sites include beautiful West Coast bush, which will be protected under the land covenants. Geoff says this is to ensure a level of quality is upheld and therefore owners’ values are protected. Part of the Paparoa Views’ master plan incorporates extensive landscaping, including waterways, man-made lake areas, walkways and cycleways.
