REGIONAL DEVELOPMENT The Clutha District Council’s Rosebank Terrace residential subdivision will provide 18 new sections in Balclutha’s highly sought Rosebank area, and unlock access to privately owned surrounding land, enabling further private residential development. Encompassing 1.9 hectares owned by the Clutha District Council, the Rosebank Terrace development is located behind Council’s Chambers. The road, Rosebank Terrace, now extends and curves into the development, with links through to the surrounding land. The Rosebank area is one of the newer areas of Balclutha, and approaching from the south sits on a hill with north facing aspects. “There are not many available sections in the area, and one of the key aspects of this subdivision is that it also unlocks privately owned land adjacent to it for future development by land-owners who had previously approached Council,” says Jules Witt, the Council’s Deputy Chief Executive. “There have already been some lifestyle developments happening which will connect through to what we are now doing. So, it is not just our development, it is enabling other private developments in this area.” Mayor Bryan Cadogan says the key driver for the development was the Clutha District Council’s Living and Working in Clutha strategy that encourages people into the district and part of that strategy is ensuring there are sections available for people to build new houses. “Over the last fifteen years Council has developed three residential subdivisions. The success of Council’s previous subdivisions has shown what a positive initiative it is to encourage growth and vibrancy to our district. Not only can it directly be attributed to the increase in apprentices in the district and to the economic viability of all associated trades and retail, from a council perspective it increases our ratings base which is beneficial to our entire district.” Jules points to the Council’s recent Plantation Heights residential subdivision in North Balclutha as a template for its cost neutral approach, with all 60 Lots selling to a diverse cross section of buyers. “Rosebank Terrace is in a highly desirable area and it will be a high quality subdivision.
