REGIONAL DEVELOPMENT “Based on that experience, the sections will appeal to a real mix of buyers from young couples, people wanting a step up with a lovely new home, and farmers or business people from the area looking to retire. Hopefully this will be at the tail-end of high interest rates and people will be keen to get in and set up their futures.” As with the Council’s previous recent developments, Terramark, which has an office in Balclutha, was the development’s designer and professional services engineer, while Dunedin’s Cleawater Civil was awarded the tender to construct the subdivision. “Clearwater Civil was awarded the public tender based upon their overall quality of work and the value they provide to Council,” says Jules. “Civil works started in September 2023 with services upgrades, and we are now about two thirds of the way through the development. The bulk earthworks are all complete and the work is scheduled to be completed in September this year, with the last stage being the roading. In Clutha, people tend not to buy off plans, they like to see the actual sections and that is the format we will follow. So once the development is just about complete that is when the marketing will commence.” Again using the experience gained from the Plantation Heights Development, the sections will be sold through an auction/tender process, setting reserves based on development costs and calculated with valuers. “With the cost of everything going up, the cost of developing these sections will definitely be higher than what we sold the Plantation Heights sections for.
