INFRASTRUCTURE Selwyn District Council: Levi Intersection Upgrade The Selwyn District Council has completed a significant infrastructure upgrade at the intersection of Levi Road, Lowes Rd, Lincoln Rolleston Rd, and Masefield Drive and as Rolleston continues to expand, these improvements will help to future-proof the district’s transport network, ensuring safer and more efficient travel for all road users. This critical arterial route currently handles approximately 14,000 vehicles daily. The existing roundabout has struggled to accommodate growing traffic demands and lacked proper pedestrian facilities. Council has recently completed the pavement renewal and widening of Levi Rd. The installation of traffic lights and redesigned lane layouts will ensure smoother vehicle movements and provide safer crossings for pedestrians. The upgrade aligns with long-term strategic planning for Rolleston’s continued development. Notably, the intersection improvements will support the anticipated increase in traffic from the forthcoming Pak’nSave supermarket – the South Island’s largest Foodstuffs development – along with other planned commercial and residential projects in the area. Selwyn District Council head of capital works Kamal Narang and project manager Leo Ramirez say this project is part of the council’s broader infrastructure vision. Selwyn District Council and Waka Kotahi NZ Transport Agency (NZTA) are progressing on a joint initiative to improve SH1 access for Rolleston, and this project will facilitate upgrades planned for State Highway 1. “Strategic planners assess where infrastructure needs to grow to accommodate future developments,” Kamal says. “This intersection upgrade was already a key part of our long-term plan, and with new developments emerging, the timing was perfect.” While some delays have occurred due to unforeseen ground conditions and existing services, the intersection upgrade was fully operational by mid-April. Despite the complexity of the project, construction progressed smoothly, thanks to collaboration between stakeholders, contractors, and the community. Kamal acknowledges the challenges involved in managing diverse opinions on the project’s execution and appreciates the community’s patience and cooperation. “The biggest challenge has been stakeholder management, as everyone has different views on how things should be done,” he says. “But overall, the community has been understanding, and we sincerely thank everyone for their support.” To minimise disruption, the council and lead contractor Isaac Construction planned a ‘super weekend’ of intensive work, during which the intersection was temporarily closed to accelerate the final construction phase. This concentrated effort allowed workers to complete resurfacing, footpaths, traffic light installation, and landscaping in just three days, shaving approximately three weeks off the project timeline. Isaac Construction has played a pivotal role in executing the project efficiently. “Isaac Construction brings extensive experience and knowledge to this development, ensuring that we meet deadlines while maintaining high-quality standards,” Leo says. The Levi Rd intersection upgrade is part of Selwyn District Council’s larger infrastructure strategy aimed at accommodating Rolleston’s rapid growth. With additional roadwork projects on the horizon, council remains committed to aligning construction efforts to minimise disruptions for residents and commuters.
