CONTRACTING Fulton Hogan T T Kim Newth “Fulton Hogan is the only large contractor on the island, it’s a lifeline service that keeps the community connected.” Dylan Fraser came away from this year’s Civil Contractors New Zealand (CCNZ) Hirepool Construction Excellence Awards with an impressive trophy as winner of the Z Emerging Leader award. Now he’s back doing what he does best, engaging with his team and striving to make a positive difference every day. Six years after starting with Fulton Hogan as a graduate trainee, the 29-year-old has risen through the ranks to become a contracting divisional manager with responsibility for 100 staff across four departments in the Wellington region. One of the contracts that Dylan has managed for Fulton Hogan since March 2022 is the Chatham Islands maintenance contract which, with Stantec, also made the finals of the 2024 CCNZ National Awards in the Asset Maintenance and Management category. Dylan stays in close communication with the 12-strong Fulton Hogan team on the Chatham Islands and regularly travels there for week-long catch-ups with staff. “Fulton Hogan is the only large contractor on the island, taking care of roading, water and waste,” says Dylan. “Effectively, it’s a lifeline service that keeps the community connected. While there are a few locals who operate an excavator or have a truck, we have significantly more gear and larger gear. “If something urgent comes up, we get called on to help out. For example, when the islands’ supply ship was out of action a while back and a barge was sent instead, we ended up putting in a ramp that was needed for the barge.” Fulton Hogan works out of a civil works yard owned by the Chatham Islands Council, and the company also has its own visitor and staff accommodation facilities there. The remoteness of the islands can be challenging, particularly when equipment breaks down. “There’s no Hirepool, so if you don’t have a spare to repair the plant then you have to get it flown in or wait for it to come by ship.” Dylan admires the all-round capability of Fulton Hogan’s crew on the Chatham Islands. He says their skill level is the highest he has seen across all the construction maintenance crews he has worked with because of the breadth of work they need to deliver. “They can’t just get a drainage subcontractor to pop over and do a culvert or get a chip sealing crew in – they have to be pretty self-sufficient and able to deliver all the different works themselves.” Dylan says he was lost for words when he was named ‘Z Emerging Leader’ at the awards function in Invercargill. His wife Lauren and young daughter Blair were both there on the night. The Z Emerging Leader Award is given to people under 30 who have innovated, impressed and made a positive impact on the industry and their employer, as well as demonstrating strong leadership qualities and a well-rounded character. “It is pretty special that Fulton Hogan believed in me highly enough to nominate me for this award; it says a lot about them as an employer and how they support and encourage people like me.” The awards judges described Dylan as authentic, brave and insightful in his approach and commented that he was setting new standards in leadership.
