46 | Selwyn District Council - Corde and Fulton Hogan T T Kim Newth Growth in Selwyn driving upgrades Selwyn District Council is centralising wastewater treatment and disposal at their Pines Wastewater Treatment Plant. REGIONAL DEVELOPMENT With one of the fastest growing populations in New Zealand, the Selwyn District is also proving to be one of the most proactive with extensive works underway to cater for increasing demand on infrastructure. The jump in population south of Christchurch started after the Canterbury earthquakes, with ongoing momentum fuelled by enhanced transport links and by the amenities and housing opportunities available in the local townships. In order to keep pace with growth, the Selwyn District Council is centralising wastewater treatment and disposal at their Pines Wastewater Treatment Plant, west of Rolleston. Commissioned in 2006 to cater for Rolleston’s needs, the plant has since expanded to accommodate growth in the townships of Lincoln, Prebbleton, West Melton, Springston and Burnham with further connections now underway. “A regional approach has been adopted to best meet the demands of growth and to minimise and mitigate effects on the environment,” explains Tim Mason, Selwyn District Council Executive Director Infrastructure and Property. “A pipeline to connect Darfield and Kirwee townships to the Pines has been constructed and roll out of the local pipework to service the existing areas of these townships is in progress. Connection of the townships of Leeston, Doyleston and Southbridge to the Pines Treatment Plant is also in progress.” Reticulation works are underway in Darfield to serve new areas of development, with money also set aside in the council’s long term planning for installation of local wastewater pipework to serve existing communities in Darfield and Kirwee. The new Ellesmere to Pines pipeline - to connect Leeton, Doyleston and Southbridge with the Pines plant - is being funded from targeted rates and development contributions. The new pipeline is also providing an opportunity to transfer wastewater from Selwyn Huts to the Pines plant, which would otherwise be uneconomic. In these tough times, the pipeline project is delivering a welcome boost to the local economy. Pipes for the new line – made of highly resilient welded polyethylene - are being supplied by Hynds, manufactured by Water & Farr and Iplex, and delivered by a local transport company. Works have been planned so as to reduce disruption, with the community being kept informed of diversions when these are required for safety’s sake. “The project is running to programme and is planned for completion by December 2025. Corde is the lead contractor and they are using specialist subcontractors as required. There are multiple crews working concurrently to accelerate project delivery.” Owned by the Selwyn District Council, Corde delivers civil construction contracts both for the council and other clients. It currently operates and maintains the council’s 5 Water Assets as well as delivering 5 Waters’ construction contracts. The modular Pines plant has itself been expanded over time, with a further $75m of upgrades approved in the council’s Long Term Plan. “We are currently in stage four of the Pines’ expansion, which will serve a population equivalent of 80,000.” Delivery of large infrastructure projects require a unified team effort.
