It has been shortlisted for a 2026 New Zealand Institute of Architects regional award. Alan explains that this building forms part of the Central Precinct, a future hub designed to bring residents together. “This building is a landmark, celebrating both architecture and community. The Early Childhood Education Centre is also a testament to strong partnerships. Alan acknowledges the collaboration with Miles Construction, multiple iwi trades, and suppliers, alongside tenant Deep & Roopa Singh of Lil’ Champs, who have committed to creating a high-quality environment for tamariki. Plans are also progressing for a modern, two-storey commercial building on the prominent corner of Bluff Road and Karearea Avenue. “Tenancy enquiries are now open for versatile spaces ranging from 43sqm to 80sqm, ideal for office or retail occupancy. The building will include accessible bathrooms, end-of-trip facilities, bike storage and balconies, creating a functional and attractive environment for tenants and customers.” Resource consent has also been granted for a 580m² Superette with 12 off-street carparks in the heart of the Kenepuru community. “We are looking for a strategic partner to help bring this vision to life,” says Alan. “Its location offers excellent visibility, easy access and proximity to parks, schools and transport, ensuring it will serve the rapidly growing neighbourhood well.” The wider development at Kenepuru Landing encompasses more than 700 homes across 60 hectares at the base of Rangituhi maunga with an estimated population of 2,000. Stages 1 and 2 are complete and houseand-land packages in Stages 3a and 3b are available now. Stage 3a includes an eight-unit, three-storey walk-up apartment building offering 1- and 2-bedroom options. Stage 3b offers 24 vacant lots for bespoke stand-alone homes. Toa Developments Limited was started in 2022 when Te Rūnanga o Toa Rangatira (Ngāti Toa) established its own in-house development management entity. It now takes care of a portfolio of residential and commercial property developments across Ngāti Toa’s rohe from strategy through to delivery including the flagship Kenepuru Landing. Alan says that community and sustainability lie at the heart of the development with extensive reserves, bush covenants and recreational spaces planned to connect residents with nature. As the Central Precinct continues to take shape, he says Kenepuru Landing is positioning itself as a standout example of modern, culturally grounded urban development in Porirua, with opportunities for families and businesses to be part of a flourishing community. “The vision is for Kenepuru Landing to evolve into a vibrant hub, offering strong environmental outcomes while fostering unity, kindness and connection. “The project is more than just a housing development; it is the foundation of a thriving, culturally connected community.”
