| 21 REGIONAL DEVELOPMENT Hutt City Council The landfill receives about 150,000 to 160,000 tonnes of waste annually. Leach & Co chief operating officer Steven Hill says, over the years, the challenging site has required careful management. “The site consisted of a steep forested gully requiring clearing and benching. Fault lines and damp conditions called for careful planning and tidy earthwork practices.” Phase one of this stage comprised significant earthworks, a leachate drainage system, reinforced earth walls, ground anchors and composite liner. “Leach & Co has since completed the ongoing earthworks and lining stages of this modern state-of-the-art-landfill.” A key environmental feature is a methane-powered electricity plant operated by LMS Energy. This captures landfill gas to generate power, reducing odour and the council’s emissions trading scheme liability. Leachate from the site is managed through the Seaview wastewater treatment plant. The current stage of groundwork involved clearing about six hectares of native beech and exotic forest. The land was then benched through bulk earthworks; the native timber was milled to be used for future council projects. The total construction cost of the current phase of development, is around $30 million over the next five years, however the annual income from disposal fees is about the same amount. “It’s a council asset that’s pretty productive,” Geoff says. “The revenue more than covers the capital costs and creates surplus income to help offset the overall cost of rates.” The newly developed landfill site is expected to be ready to receive waste from 2027.
