The 2016 outbreak, which saw nearly 5,000 residents fall ill from contaminated groundwater and triggered $100 million in additional capital investment, marked a turning point for Hastings’ water infrastructure management. When Fulton Hogan assumed the maintenance contract in 2021, it recognised the need for unprecedented collaboration. Central to the new approach is ‘Intertwine’, a pioneering five-stage collaboration framework developed by Fulton Hogan’s Engineering Solutions team and piloted with Hastings District Council. The programme, aligned to ISO 44001 international best practice, has become the cornerstone of the relationship since late 2021. “Intertwine creates a one-team approach that looks equally in both directions,” explains Wayne. “It’s not just about getting the job done - it’s about creating a culture where everyone, from field staff to executives, has a voice in continuous improvement.” The results speak volumes. Annual 360-degree surveys show dramatic improvements across all collaboration metrics over two years. Performance delivery scores jumped from 2.2 to 3.7 out of 5 and stakeholder confidence
