INFRASTRUCTURE Fulton Hogan - Hawkes Bay increased by 59 per cent. The team’s ability to deliver on promises and commitments improved by 80 per cent. The partnership manages an extensive network across the Hastings district, including over 530 kilometres of water pipelines serving 23,000 connections, 614 kilometres of sewer pipelines and more than 51 kilometres of stormwater mains. The team operates under one of New Zealand’s most challenging maintenance contracts with a 95 per cent success rate target for delivery times and job completion. “Our field teams understand they’re not just maintaining pipes - they’re protecting the health and wellbeing of our community,” says Wayne. “That responsibility is reflected in everything we do, from our daily operations to our long-term planning.” Innovation has been key to the partnership’s success. The team has pioneered geographic information systems (GIS) ‘heatmapping’ to identify problem intensity across underground assets, enabling better prioritisation of operational and capital expenditure. It has also developed SAVE™ (Smarter Automated Valve Exercising), an automated system that maintains valve condition across the network. The collaborative approach extends to career development and training. Fulton Hogan has employed and trained water treatment operators who were subsequently transferred to council employment while both organisations share office spaces and resources. “The beauty of this partnership is that it’s built on trust and transparency,” says Wayne. “When everyone understands the bigger picture and feels empowered to contribute, remarkable things happen.” He says the team’s charter, ‘Respecting the Mana of Water’, encapsulates its mission- critical approach to community service. This philosophy proved invaluable during Cyclone Gabrielle, when teams provided 24/7 monitoring of wastewater networks and emergency water supplies to affected residents. Wayne’s says the partnership continues to evolve with ‘Intertwine 2.0’ in development, incorporating four years of learning and experience. The success has attracted attention nationwide, with eight other major clients adopting Intertwine principles.
