The result was a $4.7 million facility com‑ pleted in March 2025, on time, on budget, and without disrupting the operational factory humming away beside it. Ben Webby, general manager for iLine Construction’s Waikato operations, says the early involvement was central to the project’s success. “We went through concepts and budgets with Pacific Process NZ to ensure feasibility before they proceeded with design work,” says Ben. “We provided buildability and budget ad‑ vice, which set the foundation for everything that followed.” That early contractor involvement, a delivery model iLine has developed as a core offering, saw the firm spend six months working alongside the project team on initial budget analysis and design guidance, helping Pacific Process NZ secure the development tender. Once the contract was awarded, iLine participated in a comprehensive tendering process to keep project costs aligned with expectations. Ben says the project was far from straight‑ forward. The new butter plant had to be constructed directly alongside an operational butter factory and any contamination of hy‑ giene zones or disruption to production would have had serious commercial consequences for Open Country Dairy. “Because it was tying into an operational butter factory, this made the project genuinely complex,” says Ben. “It required a sophisticated level of coordi‑ nation with the factory.” The Waharoa site also operated at pace, with Open Country Dairy required to make time-sensitive decisions that directly affected project timelines. iLine’s team had to remain agile, responding quickly to evolving require‑ ments while working around live production schedules. “The successful completion demonstrates our commitment to the client’s vision and priorities and our ability to work around and accommodate those things,” says Ben. “It shows our adaptability and very high stand‑ ards of construction.” iLine Construction was established in 2012 by directors Paul Hammond and Elton Verran, who identified a gap in the market for a con‑ tractor that combined early design input with rigorous cost management. Since then, it has grown into a significant presence across the Central North Island with offices in Auckland, Waikato and the Bay of Plenty.
