30 | T T Russell Fredric Council thrilled with high quality asset Delivering a project of the scale of Te Ara Pekapeka Bridge and its related works was a first for Hamilton City Council, requiring a contractor with expertise, reliability, and a collaborative mindset. The HEB team attributes the project’s success to innovation and an unwavering commitment to overcome every challenge to successfully deliver Te Ara Pekapeka Bridge and the associated infrastructure “and leave a landmark with lasting benefits for the Waikato’s community, network, and environment”. “Their tender sought value for money, price certainty, and alignment with environmental, social, cultural, and economic wellbeing goals.” HCC general manager infrastructure and assets Andrew Parsons is incredibly proud of the result. “The Waikato River Bridge design was unique and challenging, and HEB rose to the challenge and have delivered a high-quality asset with attention to detail.” “Their regard and concern for the immediately affected stakeholders and the general community surrounding the project, plus their responsive culture and excellent communication, resulted in a positive public perception of the project. Overall, HCC endorse the performance of HEB on this project and consider the project a joint success.” HCC chief executive, Lance Vervoort said the new bridge, which connects Peacocke to the rest of the city, is one of the city’s most complex and transformative projects. “It was delivered during Covid-19 and major weather events like Cyclone Gabrielle, which had significant impacts on critical material and labour costs. Yet still, the project was delivered on time and within the budget approved by council.” National awards won: As part of the Te Ahu a Turanga Alliance, HEB was a shared winner of Category 5 for projects over $100 million for the Te Ahu a Turanga Manawatū Tararua Highway project which replaced replacing the slip-prone Manawatū Gorge with a safer, more resilient corridor. HEB won the Category 1 projects up to $2 million for its rapid emergency response following severe flooding on the Rangitata River, restoring rail access between Christchurch and Dunedin in just six weeks. HEB was highly commended for its Westport Wharf Repair which reinstated two berths at Westport Harbour after they were damaged in the 2021 and 2022 Buller River floods. HEB was recognised as a national finalist in the Ōpōtiki Harbour Development, Waltham Mechanical Hub and Wynyard Bridge Crossing. At the CCNZ Waikato Awards HEB won the Supreme award and the over $20 million category for the transformational Peacocke Waikato River Bridge and Strategic Services project. HEB also took out the $1 million to $5 million category for its innovative replacement of the Onetai Stream Bridge on SH26 near Paeroa, New Zealand’s first prefabricated timber highway bridge, completed in just four weeks. Delivering the best possible value to HCC and ultimately the city’s ratepayers included astute waste management and repurposing aggregates in innovative ways. HEB’s project team said HEB was presented with an opportunity to improve sustainability outcomes both on its project and a new wastewater pump station adjacent to its site, delivered by a separate contractor. The pump station site had 5,500 cubic metres of excavated sand and HEB needed sand fill across its site. “Rather than carting sand to a tip site 10 kilometres away, we enabled them to stockpile the material within 200 metres of their site, using our internal site roads. We then used this sand on our site saving 370 truck and trailer loads.” This was a great example of what is achievable when all parties focus on what’s ‘best for project’, the team said. Altogether, HEB says the project brought together stakeholders, the community, and technical specialists to create a durable, expandable, and community-centric infrastructure solution. “HCC aimed to build infrastructure that supports a vibrant, sustainable community and that protects Hamilton’s cultural and natural environment, goals we proudly delivered on.” The formal opening of the bridge on August 30 last year was attended by 20,000 people. “The Waikato River Bridge design was unique and challenging, and HEB rose to the challenge and have delivered a high-quality asset with attention to detail.” “Outside of HEB’s 2025 regional Civil Contractors of New Zealand awards, the company and its subcontractors achieved a cluster of other industry recognitions for their work on the landmark project. Notably, Te Ara Pekapeka and Taurapa Bridges were awarded the Eugene C. Figg Jr. Medal at the 2025 International Bridge Conference in Pittsburgh, Pennsylvania in July this year. Altogether this year, HEB Construction earned CCNZ National finalist positions for nine projects with three outstanding category wins. The awards recognise excellence in civil construction and maintenance regionally and nationwide.
