CCNZ: Pipeline and Civil REGIONAL DEVELOPMENT A true test of its planning, precision and speed came for Auckland critical asset construction and renewal company, Pipeline and Civil, when it completed a complex pipework project more than 10m above the water in the confined spaces of the underside of the Auckland Harbour Bridge. The focus was a 90-degree bend in the North Shore No. 2 transmission water-main, which runs under the Auckland Harbour Bridge and supplies the North Shore. Over time the .550mm diameter pipe had come into contact with the bridge’s superstructure, requiring it to be realigned to eliminate the risk of leakage or rupture. “The job included shutting down a live water-main and replacing the pipe to within a single millimetre’s tolerance, while working from a custom-made scaffold platform high above the water under live traffic lanes,” Pipeline and Civil Technical Services division General Manager, Kenny Turner, says. “It was a pretty significant job for us, bringing a high level of complexity and no second chances. “The existing stairwell and walkways under the bridge had to be restructured just to access the bends, then the scaffold platforms, suspended decks and a custom timber ramp had to be built to allow us to move the prefabricated pipe safely. “The project required eight months of planning and prefabrication, and we delivered it within a single 24-hour window with no disruption to Watercare’s services.” The Harbour Bridge work was project-managed by Pipeline and Civil’s technical and construction specialist, Patrick Hansell, and the project was judged Highly Commended in this year’s Civil Contractors New Zealand national awards. The highly challenging project at the northern end of the bridge had a contract value of $340,000, and was completed in August 2024. Since then, another 90 degree bend at the southern end has been replaced, and further works are planned to maintain the twin watermains that run under the bridge. The Technical Services team is currently launching into a raft of other projects, from a major watermain leak on SH16, to replacing waste-water treatment plant penstocks at Wellington’s Moa Point, to configuring pipework in a Mount Wellington bulk water supply chamber. This sort of versatility demands a big range of equipment, and Pipework and Civil’s runs to more than 30 excavators ranging in size from 1.4t to 35t, more than 80 vehicles and a fleet of trucks. The company is headquartered on a large site in Airdrie Road, Ranui, and has more than 130 staff. Pipeline and Civil was founded in 1993 by Peter Stockman, who built up the business by focusing on water infrastructure, and since his retirement the company has been run by CEO and Director Hugh Goddard. The Technical Services division of the company has a staff of 14 delivering technical projects to clients on an as-required basis outside of the major construction contracts that make up the bulk of the company’s work. Kenny Turner came into the construction industry relatively late in life after starting out in the Navy as an electrical engineer, going on to serve 12 years in the Police before being recruited by Pipeline and Civil, initially as a labourer “to see if I liked the work or not.” “I liked it a lot so I went on to complete my Civil Engineering diploma at Weltech in Petone,” he says. He rejoined Pipeline and Civil as an engineer in 2018, before rising to his present position as head of Technical Services.
