16 | REGIONAL Naylor Love - Waikato & BOP: Papamoa Plaza Development T T Kelly Deeks Plaza expansion a job well done Naylor Love has demonstrated the value of design and build delivery through the successful expansion of Papamoa Plaza, showcasing how early contractor involvement can provide greater certainty, flexibility, and value throughout the development process. The new large format retail precinct, delivered for Tinline Property, sits alongside the existing Papamoa Plaza shopping centre and will provide approximately 4000sqm of additional retail space, more than 100 new carparks, and rooftop solar generation. The project was handed over six weeks ahead of schedule, allowing tenants to begin trading sooner and generating earlier returns for the client. Naylor Love Waikato and Bay of Plenty operations manager Dean McGahey, in his role as conduit between designers, engineers, and construction teams, says the development was designed with buildability, efficiency, and long-term performance in mind. “We reviewed the concept design, worked through the risks, and helped create a pathway that gave the client confidence from day one,” Dean says. One of the most significant challenges was the site’s geotechnical conditions. Located on land with a history of liquefaction risk, potential foundation issues were identified early, and Naylor Love recommended a contingency allowance to address any unforeseen ground conditions. While only part of the contingency was ultimately required, the remaining funds were able to be reinvested into the development, with the installation of rooftop solar. “Our aim is to give clients certainty,” Dean says. “Nobody wants to be halfway through a project and have to go back to the bank for more funding. If we can identify risks early and plan for them, everyone benefits.” The design and build model also gave Tinline Property greater flexibility as leasing discussions evolved throughout the project. When construction began, tenant requirements were still being finalised. To accommodate future changes, the building was designed with clear span internal spaces, allowing them to be reconfigured as leasing opportunities developed without impacting programme or budget. Dean says retail design continues to evolve rapidly, making adaptability increasingly important. “The way retail frontages are designed today is very different to what it was just a few years ago. We wanted to create a building that could respond to those changes without major redesign work.” Construction efficiency was another major focus.
