T T Russell Fredric Crestview is bringing a new standard of residential living to Hokitika with a master-planned subdivision designed to meet the West Coast’s growing demand for quality new housing. Tru-Line Civil commercial manager and East West Developments’ development manager, Grant Johnston, says the two companies are respectively delivering the civil infrastructure and the overall development of Crestview, covering the full project in stages from land acquisition and planning through to completed, titled sections ready for new homes. Crestview was established after East West purchased one ‘super lot’ from the Westland District Council at the former Hokitika racecourse site, with options for two more super lots. Stage 1 comprises 35 fully serviced residential sections, with 18 sold since their release in July 2025. Crestview responds to a recognised shortage of new housing in Hokitika, where limited modern housing stock and opportunities for regional growth have created demand for new residential sections, Grant says. The project formed part of an Infrastructure Acceleration Fund (IAF) Housing Outcomes Agreement, a Government initiative supporting the delivery of infrastructure needed to unlock new housing and contribute to the West Coast’s long-term growth. “We saw it as quite an exciting opportunity to be part of the growth of the West Coast,” says Grant. “We wanted to make sure it was done to a very high standard.” That emphasis on quality is evident throughout the subdivision. Rather than simply delivering roads and underground services, Crestview incorporates engineered house pads, internal boundary fencing, mowing strips and a landscaped schist entranceway, helping reduce building costs while creating an attractive streetscape from the outset. The development enjoys expansive views towards the Southern Alps, which inspired its name, and sits only minutes from Hokitika township. Stage 1 comprises sections ranging from about 300 to 642sqm. “The feedback we’ve had from the public, and from people who have bought sections, is that we’ve delivered what we said we would – right down to the entranceway, the cobbled features and the overall feel of the subdivision. It’s a quality subdivision,” Grant says. Several national building companies have established a presence within the development, reflecting confidence in the project and the local market. Behind the scenes, Tru-Line worked closely with land development specialists, Davis Ogilvie, throughout the concept design, engineering and consenting process. The collaborative relationship between Davis Ogilvie, Tru-Line and the Westland District Council helped streamline approvals for what was a complex project. “Having everyone involved all the way through the project was critical to getting the titles through in a timely fashion,” says Grant. “Because we’re developers as well, we understand that entire process from start to finish.” While Crestview showcases the company’s residential development capability, it also reflects Tru-Line’s broader strengths in civil construction. Tru-Line opened its first branch in Greymouth in the early 2000s. In response to the increased demand for reconstruction following the 2010 Christchurch earthquake, the company expanded its operations by opening a larger branch in Christchurch. It undertakes civil infrastructure projects across the South Island, specialising in three waters, drainage, earthworks and subdivision construction, delivering everything from bulk earthworks and underground services through to completed roads, bridge building and residential developments.
