Civil engineer Jason Climo has spent more than three decades solving one of the most pressing challenges for growing communities - delivering reliable, cost-e ective, compliant water infrastructure. Through JTECH Solutions, he works with councils, developers and contractors across the full three-waters spectrum - drinking water, wastewater and stormwater. Alongside his consulting work, Jason is also employed by a German-owned manufacturer to train installers and oversee the use of its pipe technology on site. He has worked with the system in Australia, Japan and South America, as well as in New Zealand. Using a specialised extrusion machine and coils of PVC pro le strip, JTECH Solutions can form continuous pipe to the exact diameter required. The on-site set-up is deliberately compact. Jason typically arrives with the extrusion unit and coils of strip, working alongside local drainlayers and civil crews. The strip is fed through a cage-like frame tted with rollers that shape and lock it into a circular form. Pipes are produced as trenches are opened, so contractors aren’t waiting on deliveries or managing awkward lengths around busy sites. The result is a lightweight, joint-free pipe made in place. On one project, Jason produced a continuous length of 430 metres. For contractors, it means less freight, less storage, fewer joins and less wasted pipe. “Our company’s been manufacturing this product since the 1980s, but it’s the only one in New Zealand,” Jason says. And the operation is set to strengthen further. Jason is supporting the establishment of a new manufacturing facility in Cromwell, which will produce the pipe-forming material domestically. Expected to be operational by mid-next year, the plant will reduce reliance on imported product and international freight, while improving access for South Island developments. Jason’s background includes 25 years with a multinational French water company and work on projects ranging from small rural schemes to large-scale urban networks. He has a particular focus on how rapidly growing communities can plan for sustainable expansion of drinking water, wastewater and stormwater networks, in an increasingly tricky to navigate regulatory environment. He has been engaged as a technical advisor to Queenstown Lakes District Council, including during the cryptosporidium outbreak, when emergency water treatment solutions were required at pace. During the Queenstown response, Jason and his partners delivered upgrades to ve water treatment plants in just six months, taking them from design to fully operational status under emergency conditions. “The total cost for those ve plants came in below the price of a single upgrade that had been proposed,” Jason says. “It shouldn’t be like that. It shouldn’t be so expensive.” More recently, Jason delivered a design-build water treatment plant and network in the Gibbston Valley, on the outskirts of Queenstown, giving that community its own local solution and reducing the need to pump water long distances. He continues to advocate for decentralised treatment systems – smaller plants located closer to where water is used. “When you start pumping wastewater long distances, for example, it becomes very septic in the pipe and really hard to treat,” he says.
